TITAH OF
HIS MAJESTY SULTAN HAJI HASSANAL
BOLKIAH MU'IZZADDIN WADDAULAH IBNI
AL-MARHUM SULTAN HAJI OMAR 'ALI SAIFUDDIEN SA'ADUL KHAIRI WADDIEN,
THE SULTAN AND YANG DI-PERTUAN OF BRUNEI DARUSSALAM

IN CONJUCTION WITH THE MONTH OF RAMADHAN
1440 HIJRIAH / 2019 MASIHI

AT ISTANA NURUL IMAN
30th SYA’BAN 1440 / 5th MEI 2019

Assalamualaikum Warahmatullahi
Wabarakaatuh

Bismillahir Rahmanir Raheem
Alhamdulillaahi Rabbil ‘Aalameen,
Wabihee Nasta’eenu ‘Alaa Umuuriddunya
Waddeen Wassalaatu Wassalaamu
‘AlaaAsyrafil Mursaleen, Sayyidinaa
Muhammadin Wa’alaa ‘Alihie Wasahbihee
Ajma’een, Waba’du.

Alhamdulillah, I am grateful to Allah SWT for his blessings that our country remains peaceful and prosperous.

Insya Allah, let it be with His blessings that we enter the holy month of Ramadhan.

As we approach the holy month of Ramadhan, I would like to wish you all much blessings in performing the fast, which is one of the pillars of Islam.

Let us pray to Allah Subhanahu Wata’ala for our continuous good health and well-being so that we can perform our obligation during the month of Ramadhan in comfort and happiness.

As we are all aware, Brunei Darussalam has begun to fully implement the Syariah Penal Code Order, 2013 (SPCO) on 3 April 2019. This is our religious obligation to Allah Subhanahu Wata’ala as an Islamic country.

The aim of implementing the law is to uphold the objectives of Syariah which are to protect religion, life, lineage, property and intellect.

I am aware that there are many questions and misperceptions with regard to the implementation of the SPCO. We have given clarification to this. We are conscious of the fact that misperceptions may cause apprehension. However, we believe that once these have been cleared, the merit of the law will be evident.

There should not be any concern on the Syariah law as it is full of Allah’s mercy and blessings. Allah, the provider of blessings, will never bestow upon us laws meant to inflict cruelty on others. As evident for more than two decades, we have practiced a de facto moratorium on the execution of death penalty for cases under the common law. This will also be applied to cases under the SPCO which provides a wider scope for remission.

In upholding our international commitments and obligations on human rights, Brunei Darussalam will be ratifying the United Nations Convention Against Torture (UNCAT). Both the common law and the Syariah law aim to ensure peace and harmony of the country. They are also crucial in protecting the morality and decency of the public as well as respecting the privacy of individuals.

With the righteous intent of implementing this law, may Allah bless us and our country with this holy month of Ramadhan.

Wabillahit Taufeq Walhidayah, Wassalamu 'Alaikum Warahmatullahi Wabarakatuh.

The verse of Al-Mu'minun of the Quran was read by Pengiran Muhd Amirul Aiman bin Pengiran Haji Marjuki, Education Officer at Hassanan Bolkiah Boys Arabic Secondary School. The Surah or verse describes 7 characteristics that bring success and deliverance in the world and in the Hereafter. They include total faith in Allah the Almighty, performing prayers with sincerity and total submission to Allah.

In his welcoming speech, the Minister of Religious Affairs touched on the implementation of the National Education policy that covers Islamic religious education and schooling to ensure that Islam is taught and learnt properly and propagated in a wise and courteous way.

The Isra' Mi'raj celebration was enlivened further with a drama performance on Exemplary Stories in Islam by students of Raja Isteri Pengiran Anak Damit Girls Arabic Religious Secondary School. Titled the "Love of Allah", the act stressed the importance of praying and respecting one's parents. It taught about praying early and the effects of not praying.

The mass recital of Sayyidul Istighfar was led by the students of the Youth Al-Quran Reading Scheme with the combined students of the Islamic Studies Department, Ministry of Religious Affairs and the Schools Department of the Ministry of Education.

To invoke blessings for the ceremony, the Doa Selamat was read by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

It is part of the country's tradition to celebrate the Isra' Mi'raj with religious activities or events which signify the greatness of Islam's eminence. The Isra' Mi'raj of Prophet Muhammad Sallallahu Alaihi Wassalam which took on the 27th of Rejab more than one thousand four hundred years ago was both a test and miracle that proved the greatness and mightiness of Allah the Almighty. It also gives many lessons, reminders and guidance for life in this world and in the Hereafter.

His Majesty's presence at the event was very meaningful and displayed the strong commitment and support of His Majesty's government to the propagation of Islam as the country's official religion.
