The Prime Minister's Office and its departments hosted a Dikir Syarafil Anam Ceremony in conjunction with the Maulidur Rasul Sallallahu ‘Alaihi Wasallam for the year 1443 Hijrah, which was held virtually this evening.

The ceremony was joined by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd. Daud, Minister at the Prime Minister’s Office; Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew bin Abdullah, Minister at the Prime Minister’s Office & Second Minister of Finance and Economy; and Special Guests.

Also present were the Permanent Secretaries; Deputy Permanent Secretaries; Head of Departments; officers and staff of the Prime Minister’s Office and its departments.

The ceremony began with the recitation of Surah Al-Fatihah which was led by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd. Daud, Minister at the Prime Minister’s Office.

This was followed by Dikir Assalamualaika, Dikir Bisyahrin, Dikir Alhamdulillah and Dikir Marhaban, and concluded with the Doa Dikir, Doa for protection against COVID-19 as well as Doa Peliharakan Sultan and Negara Brunei Darussalam.

The ceremony was held to celebrate the special occasion of remembering the birth of Prophet Muhammad (Peace be Upon Him) and to encourage personnel at the Prime Minister’s Office and its departments to continuously perform Selawat and praise upon beloved Prophet Muhammad Sallallahu ‘Alaihi Wasallam (Peace be Upon Him).

The 15th ASEAN Ministerial Meeting on Transnational Crime (AMMTC) and its Related Meetings came to a close with the handing over of the Chairmanship of AMMTC from Brunei Darussalam to the Kingdom of Cambodia earlier today. The meetings took place virtually for three (03) days from 28th to 30th September at the International Convention Centre, Berakas.

The closing ceremony marks the conclusion of the 15th AMMTC and its Related Meetings whereby Yang Berhormat Pehin Datu Lailaraja Mejar Jeneral (R) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister of Defence II as Chairman of the National Security Committee and in his capacity as Brunei Darussalam’s AMMTC Leader, expressed his sincere appreciation for the support and cooperation shown by all ASEAN Member States, ASEAN Dialogue Partners and the ASEAN Secretariat towards Brunei Darussalam’s tenure as Chair of the AMMTC and the Chair of ASEAN this year.

According to Yang Berhormat Pehin, the key deliverables that were agreed by the 15th AMMTC, namely the “Bandar Seri Begawan Declaration on Combating Transnational Crime Post-COVID-19 Pandemic” and the “ASEAN Border Cooperation Roadmap”, are in line with Brunei Darussalam’s aspiration as Chair of ASEAN in 2021, which is to encourage post COVID-19 recovery efforts in this region, as called for under the theme of Brunei Darussalam’s Chairmanship, “We Care, We Prepare, We Prosper”.

This was followed by an acceptance speech by The Honourable Samdech Krolahom Sar Kheng, Deputy Prime Minister and Minister of Interior as the AMMTC Leader of the Kingdom of Cambodia. The Kingdom of Cambodia will officially take over the Chairmanship of the AMMTC on 1st January 2022.

Yang Berhormat Pehin also had the opportunity to chair the 11th AMMTC Plus Three Consultation between ASEAN Member States and the Plus Three Dialogue Partners, namely the People’s Republic of China, Japan and the Republic of Korea, held via video conferencing for the first time. During this consultation, AMMTC Leaders and Heads of Delegation from ASEAN Member States and the Plus Three countries discussed opportunities to strengthen regional and international cooperation, especially under the “ASEAN Plus Three Cooperation Work Plan 2018-2022”. The meeting also agreed to adopt the Joint Statement of the 11th AMMTC Plus Three Consultation.

Other meetings held today included the 8th AMMTC + People’s Republic of China Consultation, the 6th AMMTC + Japan Consultation and the 2nd AMMTC + Republic of Korea Consultation, in which the ASEAN Member States and Dialogue Partner countries agreed to adopt Joint Statements for all the consultations.

Also present at the closing ceremony were Yang Mulia Dato Paduka Haji Sufian bin Haji Sabtu, Permanent Secretary (Security, Enforcement and Law) at the Prime Minister’s Office as Brunei Darussalam’s Head of Delegation at the 15th AMMTC and its Related Meetings; and Yang Mulia Dayang Hajah Nor Hashimah binti Haji Mohd Taib, Deputy Permanent Secretary (Security, Enforcement and Law) at the Prime Minister’s Office; as well as senior officers from the Prime Minister’s Office.

The Plenary Session of the 15th ASEAN Ministerial Meeting on Transnational Crime (AMMTC) was held virtually via video conference on Wednesday, 29th September 2021 at the International Convention Centre, Berakas. The meeting was chaired by Yang Berhormat Pehin Datu Lailaraja Mejar Jeneral (R) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister of Defence II in his capacity as the Chairman of the National Security Committee. The meeting was also attended by Ministers and Heads of Delegation from ASEAN Member States and the Secretary-General of ASEAN, as well as senior officials from ASEAN Member States and the ASEAN Secretariat.

Yang Berhormat Pehin stated that Brunei Darussalam will continue to support regional and international efforts towards combatting cross-border crimes, focusing on the opportunities and challenges potentially faced by ASEAN countries in the post-COVID-19 era.

According to Yang Berhormat Pehin, the AMMTC needs to further strengthen the level of cooperation with ASEAN sectoral bodies and ASEAN dialogue partner countries in order to assist regional recovery efforts during the current COVID-19 crisis.

In support of this, the 15th AMMTC has agreed to endorse the “Bandar Seri Begawan Declaration to Combat Transnational Crime Post COVID-19 Pandemic” that serves as a foundation for AMMTC’s planning to combat the latest crime trends, especially in the post-COVID 19 era in the future, such as cybercrime and smuggling activities in border areas. The Meeting has also agreed to adopt the “ASEAN Border Cooperation Roadmap” which outlined efforts to further strengthen the security level in the border areas of the ASEAN region. In addition to this, the meeting also agreed to adopt the Joint Statement of the 15th AMMTC.

During the virtual meeting held this morning, AMMTC Leaders and Heads of Delegation also exchanged views on their efforts to combat transnational crime in this region. In this exchange, Brunei Darussalam reiterated the need for a Whole-of-Nation Approach in addressing the persistent threat of transnational criminal activities in the midst of the COVID-19 pandemic. The Meeting also discussed the status of the implementation of activities under the Senior Officials Meeting on Transnational Crime (SOMTC) and Directors-General of Immigration Departments and Heads of Consular Affairs Divisions of the Ministries of Foreign Affairs (DGICM).

The Brunei delegation at the 15th AMMTC was led by Yang Mulia Dato Paduka Awang Haji Sufian bin Haji Sabtu, Permanent Secretary (Security, Enforcement and Law) at the Prime Minister’s Office. Also, in attendance were Yang Mulia Dayang Hajah Nor Hashimah binti Haji Mohd Taib, Deputy Permanent Secretary (Security, Enforcement and Law) at the Prime Minister’s Office and senior officials from the Prime Minister’s Office.

The 15th AMMTC and Related Meetings are held for three (03) days from 28th to 30th September 2021, commencing with the Preparatory SOMTC which took place yesterday on 28th September 2021. The meeting continues tomorrow, on 30th September 2021, and will include consultation sessions with the Plus Three dialogue partners, namely the People’s Republic of China, Japan and the Republic of Korea.

Food security remainsan important agenda and a major concern for all of us, especially during this pandemic,and has put pressure on our global food system. Our collective efforts need to be accelerated to ensure more equitable, sustainable, and resilient food systems to achieve our Sustainable Development Goals by 2030. This was stated by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister’s Office, when he delivered a statement at the United Nations Food Systems Summit (UN FSS) 2021, virtually, on 24th September 2021. 

Yang Berhormat Dato highlighted Brunei Darussalam’s commitment to strengthen the food system by accelerating the production growth of the agriculture and fisheries sector; promoting both domestic and foreign direct investment (FDI); and increasing productivity through the use of technology to meet domestic demand and for export. 

Yang Berhormat Dato added that, in line with this commitment as well as the priorities identified in the Economic Blueprint, a Food Industry Roadmap had been prepared with the objective of increasing the production of safe, halal, and high-quality food and strengthening the value chain of our food system. Among other things, the strategic initiatives outlined in the roadmap are to increase production; promote High-Value Added activities including research and development through FDI and Government Linked-Companies (GLC); provide conducive industrial infrastructure; increase volume and value of export by improving business competitiveness with better access to the international market; increase the food processing industries by capitalising on sub-regional and regional value chains in sourcing cost-effective raw materials; and to ensure sustainable environment by encouraging business communities to adopt green practices through resource restoration and regeneration.

In conclusion, Yang Berhormat Dato expressed hope that Brunei Darussalam’s continuous efforts would ensure that the food system remains robust and sustainable, even during times of uncertainty. It requires concerted efforts not just at the national level but also at regional and international levels. Thus, Brunei Darussalam looks forward to jointly implementing the various initiatives out of this UN Food System Summit towards achieving the 2030 Agenda.

The Summit brought together all UN Member States and constituencies around the world. The official opening started with keynote remarks from His Excellency António Guterres, Secretary-General, United Nations. Different sessions were held, featuring statements from Heads of State and Government, multi-stakeholder commitments to action, constituency voices, and pre-eminent people to bring about tangible, positive changes to the world’s food systems.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, yesterday attended the Enrolment of His Royal Highness 920 Major Udara Prince 'Abdul Mateen, which was held at the Commando Training Centre Royal Marines, CTCRM, Lympstone, Devon, United Kingdom. 

The arrival of His Majesty at the CTCRM Officers' Mess was received with a Royal Salute presented by the Guard of Honour, and which was accompanied by the Royal Marine Band. His Majesty was greeted by His Royal Highness 920 Major Udara Prince 'Abdul Mateen, and welcomed by Lieutenant Colonel Chris Samuel, Commanding Officer Base and Support Wing; and Lieutenant Colonel Tom Evans-Jones, Chief of Staff; and Warrant Officer 1st Class, Regimental Sergeant Major, RSM, Nick Ollive. 

His Majesty afterwards proceeded to the Achnacarry Room for a briefing by Lieutenant Colonel Chris Samuel, Commanding Officer Base & Support Wing. His Royal Highness 920 Major Udara Prince 'Abdul Mateen's The All Arms Commando Course, AACC, will lasts for 13 weeks and is run by the Royal Marines at the Commando Training Centre Royal Marines, CTCRM, Lympstone. On completion of the course the successful candidate earns the right to don the Green Beret, and to wear the 'Commando Dagger' on their uniform.

His Majesty attended a Luncheon in 'The Deal' room. Accompanying His Majesty was His Royal Highness 920 Major Udara Prince 'Abdul Mateen. 

During the visit, His Majesty had the opportunity to observe the All Arms Commando Course Log Run and Battle Physical Training which was carried out by His Royal Highness 920 Major Udara Prince 'Abdul Mateen with other participants. CTCRM, is the principal training centre for the Royal Marines. Based at Lympstone in Devon, CTCRM selects and trains all Royal Marines Officers and recruits. CTCRM is unique in that it also provides all Non Commissioned Officer, NCO, command training as well as training 70% of all Royal Marines specialists. 

Before concluding the tour to CTCRM, His Majesty received a pesambah by Lieutenant Colonel Chris Samuel, Commanding Officer Base & Support Wing, which is a Royal Marines Commando bayonet, a Fairbairn–Sykes, FS knife. His Majesty consented to present a plaque by Ministry of Defence to commemorate His Majesty's visit to the Commando Training Centre Royal Marines, CTCRM. The FS fighting knife was made famous during the Second World War when issued to British Commandos, the SAS and many other units, especially for the Normandy Landings in June 1944. The FS knife is strongly associated with the British Commandos and the US Office of Strategic Services, OSS and Marine Raiders, among other special forces during that period.

Regional challenges that have caught our attention, especially the impact of the COVID-19 pandemic on sustainable development, require regional cooperation to resolve it. This is in line with the global call to renew our determination to build a strong, sustainable, and inclusive recovery and to take decisive action together as articulated at the High-Level Political Forum on Sustainable Development in July 2021. This was stated by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister’s Office, when he attended the ASEAN Ministerial Dialogue on Accelerating Actions to Achieve the Sustainable Development Goals (SDGs) held via video conference at the Prime Minister’s Office on 20th September 2021.

During the closed session, Yang Berhormat Dato shared views on attaining the SDGs whilst at the same time realising the ASEAN Community Vision 2025. Yang Berhormat Dato stated that, notwithstanding the disruption of the COVID-19 pandemic, Brunei Darussalam’s efforts to further strengthen SDGs implementation have been unwavering ever since the submission of the first Voluntary National Review back in 2020.

Among other things, Brunei Darussalam is continuing its efforts to advance SDGs implementation by strengthening monitoring and evaluation, addressing existing data gaps and building on collective action. On this note, available opportunities are explored especially through partnership with various bodies of the United Nations and tapping into their valuable support.

Yang Berhormat Dato further stated that in the context of implementation, Brunei Darussalam maintains the whole-of-nation approach to tying sustainability with day-to-day management. To do so, the Government has engaged with more stakeholders including youths, financial institutions and non-governmental organisations to find ways in which this goal could be achieved together. 

These partnerships and inclusivity have been emphasised as essential not just at the national level but also regionally, which is so far driven by the ASEAN Comprehensive Recovery Framework to emerge stronger from the COVID-19 pandemic and complement the respective efforts of the five (5) critical dimensions of the 2030 Agenda.

Reflecting upon national experience and existing regional cooperation, Yang Berhormat Dato then highlighted two points. First, inculcating a stronger partnership is essential. Thus, how the dialogue can complement and provide further support to the other ASEAN sectoral bodies should be explored, as this is another key for short and longterm success.

Second, bringing in more important players to support SDGs should be considered. In this regard, the work done by ASEAN Stats particularly on the publication of the ASEAN SDGs Indicators Baseline Report was commended as they would greatly help to ensure tracking and measuring at national and regional levels. Yang Berhormat thereby recommended that the next dialogue feature more diverse stakeholders, including counterparts from the ASEAN Business Advisory Council, to promote effective and coordinated action across all SDGs goals. On this note, Brunei Darussalam was pleased that such open dialogue would be held after the closed session, and looked forward to a fruitful discussion.

The dialogue session began with opening remarks by the Co-Chair, His Excellency Suharo Monoarfa, Minister of National Development Planning of the Republic of Indonesia. Also attending the dialogue were ministers and senior officers from ASEAN Member States. An open dialogue was also held in which experts and relevant stakeholders shared their views on the topic.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam as the Chair of ASEAN for 2021 in a titah notes that this year's expo bears special significance as Brunei Darussalam and the People's Republic of China celebrate the 30th anniversary of the ASEAN China dialogue relations, and a key milestone for Brunei Darussalam as Brunei Darussalam commemorate the 30th year of the establishment of diplomatic relations with The People's Republic of China. His Majesty highlights the matter in a titah at the Opening Ceremony of the 18th CAEXPO in Nanning, People's Republic of China via video recording. Also invited to deliver speeches at the Opening Ceremony were Leaders from ASEAN Member States and the Islamic Republic of Pakistan. 

In the titah, His Majesty underlines that despite the ongoing pandemic that has disrupted economic activities all over the world, the monarch is encouraged to note that ASEAN and China registered an increase in total merchandise trade in 2020, maintaining China's position as ASEAN's number one trading partner. This underscored the strong economic ties and business linkages that characterised the long-standing relationship between ASEAN and China. 

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam in the titah says that 18 years since the introduction of the CAEXPO, the event continues to be an important platform for the promotion of trade, investment, tourism and further strengthening of economic ties between ASEAN and China. In ending the titah, His Majesty is confident that these events would continue to make China an attractive export destination for ASEAN products and help further boost trade relation and maintain China's position as one of ASEAN's top trading partner. 

The 18th CAEXPO will be held from the 10th to 13th September 2021. The theme of this year's Expo is "Advancing Quality Belt and Road Initiative, BRI Cooperation, Promoting Sustainable Development". CAEXPO has established an efficient and pragmatic exchange platform for China and ASEAN countries to carry out cooperation in specific areas centring on strategic development priorities through high-level conferences and forums. Over the past 17 years, more than 200 high-level forums and conferences have been held on the side-lines, covering many key areas in the development strategies of China and ASEAN countries.

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, today officiated the opening of the 42nd General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA) hosted by the Legislative Council of Brunei Darussalam. The opening was held virtually via video conference.

During the opening, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam delivered a titah which, among others, highlighted AIPA and ASEAN’s stronger collaboration towards a more integrated and successful regional community.

In-line with the theme of the ASEAN Chair for the year 2021 “We Care, We Prepare, We Prosper”, His Majesty stated that ASEAN has continued to respond rapidly in providing care for its people, and preparing its community towards development.

His Majesty added that the 42nd AIPA General Assembly theme "Forging Parliamentary Cooperation in Digital lnclusion towards ASEAN Community 2025", reasserts AIPA’s commitment in building ASEAN as a leading digital community and economy bloc. Through AIPA, harmonising regulations as well as standardising policies and appropriate legislations across ASEAN can be promoted.

In that regard, His Majesty urged parliamentarians to uphold AIPA as the key organisation and platform that enhances multilateral cooperation, as well as to promote better understanding and widen cooperation with AIPA Observer countries to ensure peaceful, harmonious and prosperous communities in their respective regions.

His Majesty also stated that, during this difficult time, AIPA and ASEAN should continue to collectively address issues of common concern as well as regional and global challenges.
