His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam this morning officiated the Harvest of the High Yielding Hybrid Sembada 188 Paddy Variety at the Wasan Agricultural Development Area, KKP Wasan in Mukim Pengkalan Batu. The High Yielding Hybrid Paddy was first planted in October last year and is one of the measures taken by the Ministry of Primary Resources and Tourism in response to His Majesty's Titah in formulating and implementing the National Agriculture Strategic Plan and Policy to ensure food security for the country's people.

Upon arrival, His Majesty was greeted by Yang Berhormat Dato Seri Setia Awang Haji Ali bin Apong, the Minister of Primary Resources and Tourism; Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, the Minister at the Prime Minister's Office; Yang Berhormat Dato Seri Setia Doctor Awang Haji Mohd Amin Liew bin Abdullah, Minister at the Prime Minister's Office and Second Minister of Finance and Economy; Permanent Secretaries and Deputy Permanent Secretaries at the Ministry of Primary Resources and Tourism. 

Accompanying His Majesty were His Majesty's sons, His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office, His Royal Highness Prince 'Abdul Malik and His Royal Highness Prince 'Abdul Mateen.

Shortly after arriving at the KKP Kampung Wasan paddy plantation, His Majesty was briefed on the development of the planting of Sembada 188 Paddy variety and the Agriculture and Agrifood Incentive Scheme which was established to encourage local residents to engage in the agricultural sector. The briefing was delivered by Dayang Khairunnisa binti Haji Omar Ali, Head of Paddy and Crop Protection Division, Agriculture and Agrifood Department. Meanwhile, there was also a briefing on the progress of the Deepening and Upgrading of the Imang Dam which would increase its capacity by 10 percent or around one million cubic metre of water to supply argicultural areas and the Underground Water Exploration Project intended to address the irrigation problem of areas still without complete irrigation system, as well as the Opening of the Kandol Area For Paddy Planting Project. The briefing was delivered by Awang Saidin bin Namit, the Head of Agricultural Engineering Service Division. The briefing on the development of the Commercial Paddy Production Project in Kampung Panchur Murai 'A' and 'B' was delivered by the Awang Ezwyn bin Haji Bakar, the Manager of Yaz and Wyn Enterprise.

His Majesty then consented to receive a Pasambah from the Minister Primary Resources and Tourism.

The ceremony began with the reading of Surah Al-Fatihah and Doa Selamat by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Dr Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

His Majesty then delivered the brief titah to officiate the Harvest of the Hybrid Sembada 188 Paddy variety.

His Majesty was then graciously invited to Officiate and lead the harvesting of the paddy at the Setia Kawan Cooperative Plantation, KOSEKA, using a 'Jentuai' or combined harvester.

Tausyeh Syukur performed by students of Seri Begawan Religious Teachers Univesity College, KUPU SB, accompanied the Monarch during the harvesting of the paddy. The hybrid Sembada 188 paddy ripens within a period of around 110 days. 

Also harvesting the paddy was His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office.

The planting of the hybrid paddy involved a 38.2 hectares site manned by 21 KOSEKA and Mukim Pengkalan Batu Consultative Council members. A task force was formed by the Agriculture and Agrifood Department to monitor the planting of the said paddy variety and assist the entrepreneurs in facing challenges especially in the aspect of protecting the paddy crop. 

The High Yielding Hybrid Sembada 188 Paddy Variety is one of the varities identified from the joint study project between the Agriculture and Agrifood Department with Indonesia's Syarikat PT. BIOGENE Plantation, which was implemented for 3 seasons that started in May 2016 and ended in March last year. The study showed the Sembada188 produces an average of 5 to 6 metric tonnes per hectare in one season. Also present were Cabinet Ministers, Deputy Ministers, Heads of Diplomatic Missions and Members of the Legislative Council.

In 2017, the production of local paddy in the four districts which involved more than one thousand and three hundred hectares, totalled more than two thousand and three hundred metric tonnes, while the production of local rice totalled more than one thousand and five hundred metric tonnes.

Before visiting the Paddy Processing Centre at the Wasan Agricultural Development Area, His Majesty consented to receive Junjung Ziarah from the farmers. His Majesty has stressed that exploring the agricultural sector, especially paddy planting is a wise step towards the country's self-sufficiency. Hence, the Monarch calls on all parties, especially the relevant government agencies to work together towards achieving the country's aspiration for self-sufficiency through hard work.

The High Yielding Hybrid Sembada 188 Paddy Variety is hoped to further increase the country's self-sufficiency in rice from only around six percent in 2015 to around 22 percent next year. The measure show the country's determination to further raise self-sufficiency in local rice. His Majesty's willingness to practically come down to the field to harvest the paddy is clear proof of that determination.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam has consented to send a congratulatory message to His Excellency Dr. Hassan Rouhani, President of the Islamic Republic of Iran, the Government and the People of The Islamic Republic of Iran on the occasion of Iran's National Day.

In the message to His Excellency, His Majesty expressed his great appreciation for the warm and friendly relations shared between the two countries and people, and looked forward to strengthening these valued ties in the coming years, both bilaterally and internationally.

In ending the message, His Majesty prayed that Allah Subhanahu Wata'ala would bless His Excellency with continued good health and happiness, and the people of the Islamic Republic of Iran with continued progress and prosperity.

His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister's Office graced the opening of the Final of the National Musabaqah Al-Quran for Adults 1440 Hijrah/2019 at the Plenary Hall of the International Convention Centre in Berakas last night.

Upon arrival, His Royal Highness the Crown Prince was greeted by:
- Yang Amat Mulia Pengiran Lela Cheteria Sahibun Najabah Pengiran Anak Haji Abdul Aziz bin Pengiran Jaya Negara Pengiran Haji Abu Bakar, Yang Dipertua Adat Istiadat Negara;
- Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Othman, the Minister of Religious Affairs as Chairman of the Major Islamic Events Celebration Executive Committee and Chairman of the National Musabaqah Al-Quran for Adults 1440 Hijrah/2019 Executive Committee;
- Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister's Office, well as other committee members.

Also in attendance was His Royal Highness Prince Abdul Malik ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah.

The ceremony commenced with the reading of Surah Al-Fatihah led by Yang Berhormat Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Awang Haji Salim bin Awang Haji Besar.

This year's musabaqah carried the theme 'Memperkasa Pembelajaran Al-Quran' or Empower Al-Quran Learning. Tonight's musabaqah saw the presentation of readings from 2 qaris and 2 qariahs. The musabaqah will continue tonight with the presentation of readings from the 8 other participants.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty Duli Raja Isteri yesterday received a Courtesy Visit from His Majesty the Yang di-Pertuan Agong and Her Majesty the Raja Permaisuri Agong at Istana Nurul Iman.

His Majesty the Yang di-Pertuan Agong and Her Majesty the Raja Permaisuri Agong were greeted by His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty Duli Raja Isteri.

Upon arrival, His Majesty and Her Majesty Duli Raja Isteri, as well as His Majesty the Yang di-Pertuan Agong and Her Majesty the Raja Permaisuri Agong proceeded to Cheradi Laila Kenchana for the courtesy visit. Also present were His Majesty's sons, brothers, daughters and sister:

- His Royal Highness Prince Haji Al-Muhtadee Billah, Senior Minister at the Prime Minister's Office and Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah;

- His Royal Highness Prince 'Abdul Malek and Yang Amat Mulia Pengiran Anak Isteri Pengiran Raabi'atul 'Adawiyyah;

The Ceremony was followed by a Royal Luncheon at Baitul Rahmah. The Royal Luncheon began with the recitation of Doa Selamat by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr.) Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah ibni Sultan Haji Ahmad Shah Al-Musta'in Billah was sworn in as the 16th Yang di-Pertuan Agong of Malaysia on 31st January 2019 at Balairung Seri, Istana Negara in Kuala Lumpur.

The cordial and warm relations between both countries have long existed based in terms of history, politics and economy. The warm and close friendship and bilateral co-operation between the two countries which continued to become a catalyst for prosperity and mutual benefits.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, and Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam yesterday received a Courtesy Visit from His Majesty the Yang di-Pertuan Agong the 16th of Malaysia, Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah ibni Sultan Haji Ahmad Shah Al-Musta'in Billah and Her Majesty the Raja Permaisuri Agong, Tunku Hajah Azizah Aminah Maimunah Iskandariah binti Al-Marhum Al-Mutawakkil Alallah Sultan Iskandar Al-Haj. His Majesty the Yang di-Pertuan Agong and Her Majesty the Raja Permaisuri Agong arrived in Bandar Seri Begawan yesterday for a two-day courtesy visit to the country.


Present at the Brunei International Airport to welcome His Majesty the Yang di-Pertuan Agong and Her Majesty the Raja Permaisuri Agong on arrival were His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister's Office as Personal Representative of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam; Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab Rahaman and His Royal Highness Prince 'Abdul Mateen ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah.


Prior to leaving the airport, His Majesty the Yang di-Pertuan Agong and Her Majesty the Raja Permaisuri Agong walked past the Static Guard of Honour mounted by members of the Royal Brunei Armed Forces.

Two-way communication which is the normal process of 'syura' or negotiations, exchange of views, information and ideas on each aspect should be implemented to ensure the agreed decisions are truly mature, precise and directed. Most importantly the decision should also have the blessings of Allah the Almighty. The matter was voiced by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd. Daud, Minister at the Prime Minister's Office during the 2019 Meeting Session Between the Prime Minister's Office and Departments under it with Members of the Legislative Council.


Yang Berhormat Awang Naim bin Haji Kamis as the Head of Members of the Legislative Council delegation in a return address touched on the role of the Prime Minister's Office as the coordinating centre among the civil service agencies and as the main agency that leads the Civil Service in the making and implementing of policies as well as implementing the Civil Service framework.


Yang Berhormat the Legislative Council Members were briefed by Permanent Secretaries at the Prime Minister's Office and later held a dialogue with the Prime Minister's Office.  In attendance were Yang Berhormat Dato Seri Setia Doctor Awang Haji Mohd. Amin Liew bin Abdullah, Minister at the Prime Minister's Office and Second Minister of Finance and Economy as well as Datin Seri Paduka Dayang Hajah Elinda binti Haji C.A. Mohammad, Deputy Minister at the Prime Minister's Office.


In his closing speech, Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti hoped matters shared during the meeting would receive a positive response and that the delegation of the Yang Berhormat in particular and the Prime Minister's Office in general had gained more information and understanding. The Minister added all the proposals and feedback would be studied in detail as input for any policy and strategy review taken by the Prime Minister's Office and departments under it.

The Audience Ceremonies took place at Qashr Al-Meezaan.


His Royal Highness first received in audience His Excellency Awang Mohamed Bahrin bin Dato Paduka Haji Abu Bakar, Ambassador Extraordinary and Plenipotentiary of Brunei Darussalam to the State of Qatar; and Her Excellency Dayang Hajah Kasmalati binti Dato Seri Laila Jasa Haji Mohamad Kassim, Permanent Representative of Brunei Darussalam to the Association of Southeast Asian Nations (ASEAN) in Jakarta, Republic of Indonesia.


His Royal Highness also received in audience His Excellency Salah Mubarak Musleh Al-Mutairi, Ambassador Extraordinary and Plenipotentiary of the State of Kuwait to Brunei Darussalam. His Excellency was formerly the Non-Resident Ambassador of the State of Kuwait to the Republic of Paraguay.


His Royal Highness then received in audience Her Excellency Yu Hong, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Brunei Darussalam. Her Excellency was previously the Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to the Federal Democratic Republic of Nepal.


His Royal Highness then received in audience Her Excellency Wanthanee Viputwongsakul, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Thailand to Brunei Darussalam. Her Excellency had served as Minister at the Royal Thai Embassy in Hanoi, the Socialist Republic of Viet Nam.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, yesterday afternoon presented Letters of Credence to newly appointed Brunei Darussalam envoys and received Letters of Credence from newly appointed foreign envoys to Brunei Darussalam. The ceremonies took place at Istana Nurul Iman.


His Majesty first presented Letter of Credence to His Excellency Awang Mohamed Bahrin bin Dato Paduka Haji Abu Bakar, Ambassador Extraordinary and Plenipotentiary of Brunei Darussalam to the State of Qatar.


Followed by Her Excellency Dayang Hajah Kasmalati binti Dato Seri Laila Jasa Haji Mohamad Kassim, Permanent Representative of Brunei Darussalam to the Association of Southeast Asian Nations (ASEAN) in Jakarta, the Republic of Indonesia.


His Majesty then received the Letter of Credence from His Excellency Salah Mubarak Musleh Al-Mutairi, Ambassador Extraordinary and Plenipotentiary of the State of Kuwait to Brunei Darussalam.


His Majesty also received the Letter of Credence from Her Excellency Yu Hong, Ambassador


Extraordinary and Plenipotentiary of the People's Republic of China to Brunei Darussalam.

After the ceremonies, His Majesty received in audience the newly appointed Brunei Darussalam envoys.


His Excellency Awang Mohamed Bahrin, the country's Ambassador Extraordinary and Plenipotentiary to the State of Qatar had served as the Acting Director of International Organisations at the Ministry of Foreign Affairs. Her Excellency Dayang Hajah Kasmalati, the Permanent Representative of Brunei Darussalam to ASEAN was previously the Acting Director of Administration at the Ministry of Foreign Affairs.


His Majesty then received in separate audiences the newly appointed foreign envoys to Brunei Darussalam. His Majesty first received in audience His Excellency Salah Mubarak Musleh Al-Mutairi, Ambassador Extraordinary and Plenipotentiary of the State of Kuwait who was the state's former Non-Resident Ambassador to the Republic of Paraguay.


His Majesty then received in audience Her Excellency Yu Hong, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Brunei Darussalam. Her Excellency was previously the Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to the Federal Democratic Republic of Nepal.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday afternoon received in audience General Sir Gordon Messenger, KCB, DSO, OBE, ADC, Vice Chief of the Defence Staff of the United Kingdom. General Sir Gordon Messenger is in Brunei Darussalam for four days as part of his visit to this region after participating in the IISS Fullerton Forum: The Shangri-La Dialogue Sherpa Meeting held in the Republic of Singapore.


Accompanying General Sir Gordon Messenger were His Excellency Richard Lindsay, British High Commissioner to Brunei Darussalam; and Colonel Mike Page, British Defence Advisor to Brunei Darussalam. Also present were Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Second Minister of Defence, and Major General Pengiran Dato Paduka Seri Aminan bin Pengiran Haji Mahmud, Commander of the Royal Brunei Armed Forces (RBAF).

His Majesty is confident under His Majesty Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah's leadership the close and friendly ties will act as a catalyst for continued prosperity and progress. His Royal Highness Prince General Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, Crown Prince, Senior Minister at the Prime Minister's Office and General of Royal Brunei Armed Forces (RBAF) yesterday morning received in audience General Sir Gordon Messenger, KCB, DSO, OBE, ADC, Vice Chief of the Defence Staff of the United Kingdom. Smuggling at the country's border is seen as not only a subsidised goods wastage issue, but it also involves national security. Smuggling activities can contribute to an increase of crime when the goods smuggled into the country are not only products for the use of the local community, but also prohibited items such as drugs and firearms. It is the responsibility of the citizens and residents to together maintain the country's security from any matters or crime that can jeopardise the peace, harmony as well as security of the country to fulfil the demands of syariah maqasid or goals. These was among the contents of the dawn talk entitled 'The Issue of Smuggling and Role of the Public in Together Maintaining National Security' held early yesterday morning at Omar Ali Saifuddien Mosque in the capital.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, Minister of Defence and Supreme Commander of the Royal Brunei Armed Forces (RBAF) received in audience The Honourable Haji Mohamad bin Sabu, the Minister of Defence of Malaysia, who is in the country for his introductory visit. The audience ceremony took place yesterday afternoon at Istana Nurul Iman.

Also in attendance were Yang Berhormat Pehin Datu Lailaraja (Retired) Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Second Minister of Defence; Major General Pengiran Dato Paduka Seri Aminan bin Pengiran Haji Mahmud, Commander of the RBAF; and Mrs. Rafedah binti Abd Aziz, Deputy High Commissioner of Malaysia to Brunei Darussalam. Brunei Darussalam and Malaysia have enjoyed a long history of defence cooperation that ranges from defence agreements, professional exchanges at all levels, to trainings and exercises across the Army, Navy, and Air Force. Both countries cooperate on various multilateral platforms which include the ASEAN Defence Ministers' Meeting (ADMM) and the ADMM-Plus, as well as through international peacekeeping operations such as the International Monitoring Team (IMT) in Mindanao and United Nations Interim Force in Lebanon (UNIFIL).

During the morning's Sovereign's Parade, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam commissioned 57 Officer Cadets from the 17th Intake of the Officer Cadet School, Defence Academy, Royal Brunei Armed Forces as Military Officers. His Majesty also awarded the Sword of Honour and other awards to the Best Officer Cadets in each field.

Upon arrival at the Defence Academy Parade Ground, RBAF, in Tanah Jambu, His Majesty was greeted by Yang Berhormat Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi Bin Haji Md Yussof, Second Minister of Defence and Major General Pengiran Dato Paduka Seri Aminan bin Pengiran Haji Mahmud, Commander of the RBAF.

Also in attendance was His Majesty's son, His Royal Highness Captain (U) Pengiran Muda 'Abdul Mateen.

Shortly after arrival, His Majesty received the Royal Salute and inspected the static Guard of Honour mounted by 40 male Officer Cadets and 17 female Officer Cadets.

The Sovereign's Parade is the climax of the military training. It is a nark of achievement for all Offcier Cadets after successfully going through the intensive military training challenges with full dedication and commitment. They include 2 In-service intake of Officer Cadets and 2 'Professionally Qualified Officer (PQOs) Officer Cadets who have completed their 3-month training.

The RBAF as the country main pillar of defence always strives to improve and update its capabilities not only in the form of equipment, but more importantly in the level of skills, capability, professionalism and leadership quality. The Sovereign's Parade is proof of those efforts.

His Majesty then commissioned the Officer Cadets of the 17th Intake.

His Majesty awarded the Sword of Honour to Officer Cadet Muhammad Hidayatullah Sunazul Fikar bin Suip. The award bestowed by His Majesty is the highest honour for an Officer Cadet with the highest achievement in all aspects. The Officer Cadet is holder of the Al-Quran Memorising Special Degree and a Bachelor Degree in Takhassus Al-Quran and Al-Qiraat from UNISSA and Egypt's Ma'ahad Qiraat of Al-Azhar University and is appointed as the Head of 6th Platoon, B Company, the Second Battalion of the Royal Brunei Land Force. 

Meanwhile, Officer Cadet Mohammad Syafi'ie bin Othman has been selected as the recipient of the Best Academic Award. The holder of a Bachleor degree in Geo-Science from Universiti Brunei Darussalam is appointed as Trainee Officer on the KD Brunei, Darulaman of the Royal Brunei Navy.

Officer Cadet Muhammad Hamizan bin Haji Zaini was selected as the recipient of the Best Military Skills Award, based on his high overall achievement in all military skills subjects. The holder of a Bachelor of Engineering degree from Imperial College London has been appointed as Trainee Officer on KD Brunei, Brunei Darulehsan of the Royal Brunei Navy.

Officer Cadet Mohd Zulhaffiz Zarriq bin Ranee has been selected as the recipient of the Best in Physical Training Award. Holder of the Higher National Diploma in Computing, Laksamana College of Business is appointed as Analysis Officer C41 at the Defence Information Technology Unit of the Ministry of Defence.

Doa selamat was read by Comander Haji Ainolnizam bin Haji Ibrahim, Head of the RBAF Religious Department.

From the Parade Ground, His Majesty proceeded to the Ceremonial Hall of the RBAF Defence Academy for a luncheon. At the ceremony, the Monarch received a Pasambah in the form of a torch symbolising the inspirational source of the 17th intake of Officer Cadets in achieving excellent performance in every endeavour carried out with sincerity.

Also presented to His Majesty was the Book of the 17th Intake Officer Cadets' Journey that describes their experiences throughout the training. 

His Majesty then received 'junjung ziarah' or greetings from the officers and instructors of the cadet Offciers School, Defence Academy RBAF. During today's Sovereign's Parade, 34 Officer Cadets were Commissioned as Royal Brunei Land Force Officers, 10 as Officers of the Royal Brunei Navy and 13 as officers of the Royal Brunei Air Force. It is hoped the Officer Cadets would prepare themselves to be more efficient and committed in performing and implementing the duties entrusted upon them.

The completion of the Officer Cadets training increases the number of young leaders who will contribute to the continuance of the RBAF leadership. It is His Majesty's hope that all Officer Cadets would young successors of the RBAF leadership who are efficient, wise and professional in carrying out the great trust as the leaders of the country's Defence and Security Institution.  

The supportive parents and families are also proud of the success of the Officer Cadets in serving the country and people. The role and encouragement of the parents, guardians and family members also provide continuing motivation to them. Before leaving, His Majesty also signed a parchment. 

His Majesty's presence reflects His Majesty great attention and care towards the development and achievement of the Officer Cadet School, Defence Academy, RBAF.

As an organisation that links the government and the people, the Information Department's role is to ensure the people truly understand and support government programmes and policies so that the policies are fully achieved. The Minister at the Prime Minister's Office highlighted the matter during a visit to the Information Department yesterday afternoon.


Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud also stressed that the Information Department should be aware of changes, reforms and revisions or updates that take place in the government and the private sectors.


Yang Berhormat also called on the department to pay serious attention on increasing efforts to improve the standard or quality of writing as well as recommended that the management of the department to always monitor the outcome of the writings.


In an earlier address, Awang Mawardi bin Haji Mohammad, the Acting Director of Information outlined the role, development and achievements of the department since its formation on the 1st of April 1952. As one of the agencies which disseminate official government information, the duty of the Information Department is to ensure the information it provides is up-to-date and correct.  


As the government mouthpiece in disseminating information and news on the policies, activities and programmes of the government, the Information Department continues to implement its vision and mission.


Among the department's achievements which can be seen today are innovative ones in the 'Easy To Reach' form where the official newspaper Pelita Brunei is available online every day in the digital or E-paper version and can be read by using the mobile phone. Other initiatives of the Information Department include spreading official information through social media such as Facebook, Instagram, Twitter, as well as the launch of the mobile application called 'InfoDeptBN'.


During the working visit to the Information Department, Yang Berhormat also launched the 'Pusat Rujukan Penerangan' or Information Reference Centre which was previously known as the Mini Reference Library. Formed in 1992, it was officially opened to the public especially researchers and students in February 1993 for the purpose of reference and research. The 'Pusat Rujukan Penerangan' provides documents, reference materials and information sources related to the affairs of Brunei Darussalam and other countries in print media form.


At the end of the visit, Yang Berhormat took a closer look at the Publishing and Graphics Section.  The Information Department now publishes 26 titles in Malay and 34 more in English. The products are also uploaded onto the department's website for the public to read and research.

Also present were the children of His Royal Highness, Yang Teramat Mulia Pengiran Muda 'Abdul Muntaqim; Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah AND Yang Teramat Mulia Pengiran Muda Muhammad Aiman. During the event, Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah received Merit Certificate and Silver Pin in The Royal Academy of Dance (RAD) Exam Grade 1.


The Celebration of Dance features neo/classical ballet, contemporary and hip hop dance by the students from Studio Eleve. Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah performed in Greatest Showman Mix. In The Nutcracker performance, Yang Teramat Mulia Pengiran Anak Muneerah Madhul Bolkiah participated in Spanish Dance.


Studio Eleve has been operating since July 2018 and it operates both as a dance academy for children 3 years and above, and as a fitness centre for the grown-ups. The studio is also a registered RAD Ballet School, conducting ballet classes following RAD syllabus. The RAD society is one of the largest and most influential dance education and training organisations in the world with more than 13,000 members spread across 79 countries.

Islam teaches its ummah that every act carried out in the world must be accompanied with the intention of seeking blessings from Allah Subhanahu Wataala. This is because when blessings from Allah Subahanahu Wataala are seeked, all matters will proceed smoothly. This was the content of the Dawn talk during the 'Masjidku Makmur, Negara Berkat' programme yesterday morning.


The congregation included Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti  bin Haji Mohd Daud, Minister at the Prime Minister's Office; Dato Seri Setia Haji Abdul Aziz bin Orang Kaya Maharaja Lela Haji Yussof, Permanent Secretary at the Ministry of Religious Affairs; Awang Haji Roslan bin Haji Tajaah, Permanent Secretary at the Prime Minister's Office and Awang Haji Mohd Serudin bin Haji Timbang, Deputy Permanent Secretary at the Ministry of Religious Affairs. The talk entitled "Mencari Redha Allah" or Seeking Allah's Blessings was delivered by Mohamad Yusri bin Haji Abu Bakar, Imam of The Police Headquarters Surau in Gadong. The talk also clarified that a child is obligated to seek blessings from the parents first, because once the parents have given their blessings, only then will Allah Subahanahu Wataala bestow blessings upon them. The talk then explained that the blessings of Allah Subahanahu Wataala is the truest noble blessing and is the key to true happiness. The programme was jointly organised by the Ministry of Religious Affairs and the Royal Brunei Police Force.

As a sign of respect and commemorating the loyal deeds contributed throughout their service with the government, the Prime Minister's Office held a presentation of certificates of retirement for its officers and staff and from the departments under it who retired in 2018.


Awang Haji Roslan bin Haji Tajaah, Permanent Secretary at the Prime Minister's Office in his speech among other matters touched on the importance and need of retirees to lead, which is still relevant and needed even after retirement. Retirees can also share their knowledge and experience as well as certain expertise to the new generation so that the country's desire to produce a leader with integrity, skills and quality can be achieved and at the same time upholding the government's desire to achieve Wawasan Negara 2035.


Certificates were presented by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister's Office. 161 officers and staff who retired in 2018 received their certificates of retirement. Such a function acts as an appreciation of the retirees who have together gone through various challenges towards enhancing their productivity while in the positions of government officers and staff as well as contributing their services to the religion, nation and country. The function was held at the Banquet Hall, Prime Minister's Office Building.

Accompanying Her Excellency was Her Excellency Yoon Hyun-bong, Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to Brunei Darussalam; and His Excellency Yoon Soon-gu, Deputy Minister for Political Affairs in the Ministry of Foreign Affairs of the Republic of Korea.


Also present were Yang Berhormat Dato Seri Setia Awang Haji Erywan bin Pehin Datu Pekerma Jaya Haji Mohd Yusof, Second Minister of Foreign Affairs; and Dayang Emaleen binti Abdul Rahman Teo, Permanent Secretary at the Ministry of Foreign Affairs. Diplomatic relations between Brunei Darussalam and the Republic of Korea was established on the 1st of June 1984. Since then, the two countries have been cooperating extensively in various fields including trade and investment, energy, infrastructure development, people-to-people exchanges and tourism.

The Competition Commission of Brunei Darussalam was established on the 1st of August 2017, as an independent body with the mandate to promote business competition in Brunei Darussalam through the enforcement of the Competition Order 2015, towards enhancing market efficiency and consumer welfare in the country.

The strict enforcement of criminal law has made Brunei Darussalam one of the safest countries in the world. However, the judiciary should be aware of justice in the administration of criminal justice. The Honourable Dato Paduka Steven Chong Wan Oon, the Chief Justice outlined the matters at 'The Opening of the Legal Year 2019' at the Supreme Court in Bandar Seri Begawan, yesterday morning. The Honourable added that the Judiciary will undertake reforms to enhance the quality of the justice delivery system. He said timeliness will be the court's priority and that efficiency must become the norm in the administration of the courts.


The Opening of Legal Year began with the Chief Justice inspecting a guard of honour mounted by personnel of the Royal Brunei Police Force.


Touching on reforms in justice, the Chief Justice said a target has been set for the delivery of judgements by Judges, Magistrates and Registrars of one month in general and not exceeding 3 months in complex cases after the closing of submissions.


The Chief Justice also touched on various initiatives implemented by the Judiciary including Mediation. The Honourable said mediation as a non-confrontational and more harmonious way of resolving disputes continues to be offered as an alternative dispute mechanism by the courts.


The Chief Justice also announced that the Judiciary has embarked on a project to produce a Bench Book containing guideline cases on a range of offences to provide assistance to Judges and Magistrates in discharging their sentencing function.


The Honourable also commended the Law Society for its effort in expanding pro bono services to enhance access to justice. The Honourable encourage all members of the Bar to volunteer their services and to use their training to serve the disadvantaged and vulnerable members for the public interest. The Opening of the Legal Year 2019 was also attended by Yang Berhormat Pehin Orang Kaya Laila Setia Bakti Diraja Dato Laila Utama Haji Awang Isa bin Pehin Datu Perdana Manteri Dato Laila Utama Haji Awang Ibrahim, the Special Adviser to His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam and Minister at the Prime Minister's Office; Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister's Office; and Yang Berhormat Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Awang Haji Salim bin Haji Besar, Chief Syarie Judge. The Opening of the Legal Year is an annual gathering that brings together all members of Brunei Darussalam's legal community.

Authority Monetary Brunei Darussalam acts as the central bank in Brunei Darussalam, to achieve and maintain domestic price stability; ensure the stability of the financial system as well assisting in the establishment and function of efficient payments systems as well as to foster and develop a sound and progressive financial services sector. This afternoon, Authority Monitory Brunei Darussalam, AMBD held a Kesyukuran Ceremony in Conjunction with the 8th Anniversary of its establishment. The function took place at Hassanal Bolkiah Mosque in Kampung Perpindahan Mentiri.


Present was Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia Doctor Haji Abu Bakar bin Haji Apong, Minister of Home Affairs as the Deputy Chairman of the AMBD Board of Directors. Towards achieving Wawasan Negara 2035, AMBD has trained and developed a number of young professionals to become experts in various fields among them supervision, Islamic finance and economy by promoting continuous learning for officers and staff of AMBD. Also present were Yang Berhormat Dato Seri Setia Doctor Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister's Office and Dayang Zuraini binti Haji Sharbawi, Solicitor General.

The Public Service Department is urged to re-assess the added value of achievements in carrying out the department's roles and responsibilities, including in the civil service framework projects, leadership development, succession planning, human resources audits, plans on training requirement in the civil service, work ethics, discipline and integrity. Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister's Office made the call during a visit to the department yesterday morning.


Yang Berhormat urged the department to review the current policies and regulations and ensure that they are still relevant. Yang Berhormat emphasised that any reformation plans should take into account the views from stakeholders based on the Malay, Islamic Monarchy concept.  Database, Yang Berhormat stressed, should always be updated and stored in a systematic manner to facilitate monitoring and planning.


The visit aimed to give opportunities for the department's offices to interact and exchange ideas, particularly on development, progress and well-being of the department's employees.  During his visit, Yang Berhormat took a closer look at the sections available at the Public Service Department. Yang Berhormat launched the "Civil Servant Digitisation Service Record" project. The Minister at the Prime Minister's Office also witnessed the Public Service Department's Development Programme Plan; Civil Service Leadership Pipeline (CSLP) Handbook as well as the Public Service Portal.  At the Recruitment and Training Administration Section, Yang Berhormat launched the In-Service guidance book.


Yang Berhormat also visited the Research and Economic Development Division at the Brunei Economic Development Board (BEDB) building at Jalan Kumbang Pasang, whose role is to carry out research on service terms as well as policy making towards enhancing the effectiveness and efficiency of public service.  The visit ran concurrently with the launch of Guide book and Procedures for Human Resource Auditing for the Brunei Darussalam's Government Agencies by Yang Berhormat.  Also in attendance were Awang Haji Roslan bin Haji Tajaah, Permanent Secretary at the Prime Minister's Office; Pengiran Datin Shazainah Binti Pengiran Dato Paduka Shariffuddin, Permanent Secretary (for International) at the Prime Minister's Office; Pengiran Hajah Siti Nirmala binti Pengiran Haji Mohammad, Deputy Permanent Secretary (for Economy and Finance) at the Prime Minister's Office AND Doctor Awang Norfarizal bin Othman, Acting Director General of Public Service.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam has consented to send congratulatory messages to His Excellency U Win Myint, President of the Republic of the Union of Myanmar and Her Excellency Daw Aung San Suu Kyi, State Counsellor and Minister of Foreign Affairs of the Republic of the Union of Myanmar as well as the Government and people of the Republic of the Union of Myanmar on the occasion of the 71st Independence Day of the Republic of the Union of Myanmar.


In the message to His Excellency U Win Myint, President of the Republic of the Union of Myanmar, His Majesty states that Brunei Darussalam and the Republic of the Union of Myanmar and its people have enjoyed close friendship since the establishment of diplomatic relations 25 years ago. The Royal Brunei Police Force are urged to make a culture of making changes and reforms in tackling the challenges of duties carried out. This includes changes and reforms from the aspects of implementation, approaches, characteristics and behaviour in carrying out daily duties to further enhance the work quality for better efficiency and efficacy which can complete duties and solve criminal cases in a short time. The Minister at the Prime Minister's Office stressed that any changes and reforms carried out must be shared and understood by officers at all levels, from the top until the lower ranks to ensure it is easily implemented in a proper manner to achieve better results. The matter was shared by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud during a working visit to the Royal Brunei Police Force Headquarters yesterday morning in conjunction with the 98th Police Day.


In matters related to the storage of files and data namely the Database, Yang Berhormat urged for it to be updated from time to time and stored systematically especially for criminal cases that will be brought for a court hearing.  With an efficient and latest Database, it can be shared with other enforcement agencies for collaborations in eradicating crime in the country.


Touching on the Village Neighbourhood Watch, Yang Berhormat urged the Royal Brunei Police Force to continue to work closely with the neighbourhood watches in villages to together maintain security in the country's villages aside from exploring reforms that can be carried out to ensure the village neighbourhood watch can assist and achieve the objectives.  This includes reviewing activities related to neighbourhood watches from time to time as well as monitoring town areas and business premises.  The safety of the neighbourhood watch members also need to be given attention and if needed to be provided with basic self-defence and safety training.


To take a closer look at the Royal Brunei Police Force's organisation structure, the Minister at the Prime Minister's Office continued the visit to several police buildings.  The high commitment of the Royal Brunei Police Force in eradicating crime in the country has raised public trust of the authorities in fighting crime.  Also present were Dato Paduka Seri Awang Haji Mohd Jammy bin Haji Muhd Shah Al-Islam, Commissioner of the Royal Brunei Police Force, and Dato Seri Pahlawan Haji Mohammad Irwan bin Haji Hambali, Deputy Commissioner of the Royal Brunei Police Force.

In In the titah broadcast to the nation by Radio Television Brunei earlier tonight, the Monarch also highlights the goal of achieving self-sufficiency in agricultural output. On this matter, His Majesty expresses the hope that all the relevant parties in the government will strive to accomplish it with any excuse that could delay it.


On the economy, His Majesty says the projection is for much better growth in 2019. However, His Majesty warns the country should not be complacent and satisfied easily because there are still many challenges to face. Among the main ones today is the Fourth Industrial Revolution.
