Mr Yahya Idris was born in 1961.

He attended tertiary education in the United Kingdom and graduated with a BA(Hons) Social Policy and Administration from Plymouth Polytechnic (currently known as University of Plymouth), United Kingdom, in 1986. He obtained his MA International Studies from King’s College, London in 2006 and also awarded a Fellow Member of Royal College of Defence Studies, London in the same year.

Apart from his portfolio as the Deputy Permanent Secretary (Policy & Administration), Mr Yahya is also been appointed as Deputy Chairman, State Tender Board (April 2011- March 2012) and a member of the Board of Directors of the Brusiam Food Alliances Company Ltd.

During his 25 years of services with the Government of His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam, Mr Yahya has held various posts. Amongst them were Second Secretary at the Brunei Permanent Mission to the United Nations in New York (1991), Minister Counsellor at the Brunei High Commission in London (2001);  Deputy Director of International Organisations Department of the Ministry of Foreign Affairs (2000), Deputy Director of ASEAN Department, Ministry of Foreign Affairs (2003);  Director of Defence Policy Directorate, Ministry of Defence (2004); Director of Administration and Manpower Directorate, Ministry of Defence (2007); Senior Administrative Officer, Prime Minister’s Office (2008); and Controller of Customs and Excise Department (2009).

In July 2010, Mr Yahya was appointed as Deputy Permanent Secretary (Performance and Compliance), Ministry of Finance and on January 2011, his portfolio has now been changed to Deputy Permanent Secretary (Policy and Administration).

Mr Yahya is married to Pengiran Mardinah and blessed with 2 sons and 1 daughter.
