His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan  Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei  Darussalam, in a titah says that Brunei Darussalam recognises the importance of technology as tools for creating new economic opportunities. On this note, His Majesty in his titah added, APEC cooperation has to harness the power of technology and digitalisation to transform industries, promote innovation, and enhance infrastructures. In the titah during the 28th APEC Economic Leaders' Meeting, AELM, held virtually from Baitul Mesyuarah, Istana Nurul Iman, last night, His Majesty commends New Zealand for successfully driving recovery efforts in the Asia Pacific region and acknowledges that under New Zealand's leadership, APEC has showcased collective actions in addressing the impacts of COVID-19. 

The Monarch in his titah also extends his best wishes to the Prime Minister of Thailand, as incoming APEC Chair, in working to ensure inclusive, sustainable and prosperous future for the Asia Pacific region. The APEC Meeting which was chaired by Her Excellency The Right Honourable Jacinda Ardern, Prime Minister of New Zealand as Chairman of APEC for 2021, among other things, focused on recovering from COVID-19 to build prosperity for all citizens and future generations. At the Meeting, His Majesty in his titah notes that the global economy remains fragile and more needs to be done for a more sustainable recovery. Noting that APEC agreed on a common vision last year to be achieved by 2040, Brunei Darussalam welcomes the Aotearoa Plan of Action to guide APEC's future work.

In this regard, His Majesty shared three points. Firstly, APEC needs to revitalise trade and enhance economic activities. Efforts should focus on keeping markets open, strengthen global value chains and ensure free, open and transparent multi-lateral trading system, anchored by the World Trade Organization, WTO. It is necessary for APEC to continue to create a conducive environment for businesses, especially micro, small and medium enterprises, MSMEs, to recover and grow. Secondly, APEC has to ensure the health and socio-economic well-being of its people, especially those severely affected by the pandemic. APEC should therefore advocate policies that ensure their access to quality education; essential public healthcare services; and adequate social assistance. His Majesty states that reforms are also necessary to create quality jobs, inclusive labour markets, and future-ready work force. In this regard, APEC's initiatives can support these efforts in enhancing these areas and pave the way for a new era of human development. Lastly, it is important for APEC to pursue a green and sustainable growth agenda. 

Earlier in the Meeting, the Chair of APEC 2021, in her Opening Remarks noted that APEC economies have experienced unique managements of the COVID-19 pandemic towards accelerating economic recovery; keeping businesses afloat as well as ensuring employment for the people; and securing an equitable response. Her Excellency The Right Honourable also called upon the strengthening of youth engagement in the APEC region in ensuring a cooperative and digital future for all. 

At the Meeting, the leaders observed a presentation by Kristalina  Georgieva, Managing Director of the International Monetary Fund, IMF, highlighting increased risks to recovery from the pandemic including the divergence in  APEC economies fortunes, taking into consideration the differing levels of vaccinations and fiscal space among economies; as well as the rise in inflationary pressures; and the need for economies to be more digitalised and inclusive. 

The Leaders also called for APEC's continued support towards a rules-based and open multilateral trading system in delivering inclusive and sustainable recovery for the region, including through the timely entry into force of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, CPTPP. In support of accelerated economic recovery, leaders also welcomed trade facilitation leveraging on digital technologies and innovation, as well as an increased mobility of goods and people. Aside from that, APEC also needs to consider the balance between economic growth and social development when addressing climate change issues, to ensure that benefits are shared by all. 

The Prime Minister of New Zealand in her closing remarks, urged for APEC to work harder towards achieving universal access to vaccines as well as to overcome barriers in getting maximum vaccine coverage. APEC could do more to support a safe cross-border movement, as well as improving opportunities and social outcomes for its people. Given the uneven impacts of COVID-19, APEC should align recovery with the long-term goal of achieving sustainable and inclusive economies. At the end of the Meeting, the APEC Economic Leaders' Declaration was adopted and the Aotearoa Plan of Action was endorsed.

Before leaving the hotel a Doa Selamat was recited by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam attended the G20 Leaders' and Partners' Dinner hosted by the President of the Republic of Italy.

The Dinner was held to welcome Leaders from G20 member countries, guests of the 20201 Italian Presidency, as well as International organizations to the 2021 G20 Summit. The G20 Leaders' and Partners' Dinner was held at Palazzo del Quirinale.

Among those who met His Majesty at the Dinner were His Royal Highness Prince Charles and His Excellency Joseph Biden Junior, President of the United States and spouse.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, yesterday morning attended the Welcoming Ceremony; and the First Session of the G20 Summit which were held at the La Nuvola Conference Centre, The Cloud. 

Upon arrival at the Convention Centre, His Majesty was officially welcomed by His Excellency Mario Draghi, Prime Minister of the Republic of Italy as Chair of the G20 Summit 2021. The theme for the G20 Presidency this year is "People, Planet, Prosperity", and the First Session of the G20 Summit focused on Global Economy and Global Health. Commencing with an Opening Statement from the Italian Prime Minister, the First Session was also attended by Leaders from G20 member countries, guests of the Italian Presidency, as well as international organizations.

His Majesty, as 'Guest of the Chair' was invited to deliver a  titah where His Majesty  recognises the  complementarity of ASEAN's and  G20's themes which emphasises on addressing people's needs by taking swift collective actions to recover from the COVID-19 pandemic. The pandemic has caused prolonged socio-economic disruptions as governments are forced to impose restrictive measures. COVID-19 has also exposed the fragility of global supply chains which contributed to the weakening of the global economy. As such, His Majesty underlines that timely and universal access to COVID-19 vaccines will allow the re-opening of countries and thus, paving the way for the revitalisation of global trade and recovery from the pandemic. 

His Majesty also shares that ASEAN is implementing its Comprehensive Recovery Framework to quicken regional recovery and is looking into digital COVID-19 vaccine certificates to facilitate safe cross-border travel and tourism. Mental health, states His Majesty, should also be given due attention as its impact will be costly to society and economies in the long-term.

In ending the titah, His Majesty stresses that countries cannot tackle these challenges alone and that a strengthened multilateral approach is therefore critical.

His Majesty Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, held a Bilateral Meeting with His Excellency Sergio Mattarella, President of the Republic of Italy. 

Upon arrival at Palazzo del Quirinale, His Majesty received a trumpet salute and walked past a Guard of Honor mounted by members of the Republic of Italy's Armed Forces before being greeted by the President of the Republic of Italy. Delegations from both countries were then introduced to His Majesty and His Excellency. In the meeting, bilateral relations as well as regional and international issues of mutual concern were discussed. Among others, trade and investment and tourism were highlighted to further strengthen the warm friendship between the two countries.

Brunei Darussalam, as the Chair of ASEAN, is invited as the 'Guest of the Chair' by the Republic of Italy, Chair of the G20, to join discussions on how to move the G20 agenda forward.

Upon arrival at Fiumicino International Airport, Rome, His Majesty was greeted by Her Excellency Datin Paduka Malai Hajah Halimah binti Malai Haji Yussof, Ambassador Extraordinary and Plenipotentiary of Brunei Darussalam to the Republic of Italy with residence in Paris. His Majesty then boarded a motorcade to a renowned hotel in Rome, where His Majesty would be residing throughout the duration of the G20 Summit.

His Majesty made the titah via video recording at the Opening Session of the ASEAN Business and Investment Summit, ABIS 2021. 

His Majesty in the titah states that with the pandemic still ongoing, the global economy remains fragile and uncertain. In combating this crisis, it is more important than ever for ASEAN and its dialogue partners to enhance solidarity and cooperation and to encourage continued engagement between the private and public sectors. The monarch stresses that as the Chair of ASEAN for 2021, Brunei Darussalam has the honour of leading the region towards economic recovery. The theme, "We Care, We Prepare, We Prosper" affirms ASEAN's collective commitment to care for its people and prepare for future challenges and opportunities, with the goal of ensuring that the whole ASEAN Community can sustainably prosper.

The Prime Minister's Office and its departments hosted a Dikir Syarafil Anam Ceremony in conjunction with the Maulidur Rasul Sallallahu ‘Alaihi Wasallam for the year 1443 Hijrah, which was held virtually this evening.

The ceremony was joined by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd. Daud, Minister at the Prime Minister’s Office; Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew bin Abdullah, Minister at the Prime Minister’s Office & Second Minister of Finance and Economy; and Special Guests.

Also present were the Permanent Secretaries; Deputy Permanent Secretaries; Head of Departments; officers and staff of the Prime Minister’s Office and its departments.

The ceremony began with the recitation of Surah Al-Fatihah which was led by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd. Daud, Minister at the Prime Minister’s Office.

This was followed by Dikir Assalamualaika, Dikir Bisyahrin, Dikir Alhamdulillah and Dikir Marhaban, and concluded with the Doa Dikir, Doa for protection against COVID-19 as well as Doa Peliharakan Sultan and Negara Brunei Darussalam.

The ceremony was held to celebrate the special occasion of remembering the birth of Prophet Muhammad (Peace be Upon Him) and to encourage personnel at the Prime Minister’s Office and its departments to continuously perform Selawat and praise upon beloved Prophet Muhammad Sallallahu ‘Alaihi Wasallam (Peace be Upon Him).

The 15th ASEAN Ministerial Meeting on Transnational Crime (AMMTC) and its Related Meetings came to a close with the handing over of the Chairmanship of AMMTC from Brunei Darussalam to the Kingdom of Cambodia earlier today. The meetings took place virtually for three (03) days from 28th to 30th September at the International Convention Centre, Berakas.

The closing ceremony marks the conclusion of the 15th AMMTC and its Related Meetings whereby Yang Berhormat Pehin Datu Lailaraja Mejar Jeneral (R) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister of Defence II as Chairman of the National Security Committee and in his capacity as Brunei Darussalam’s AMMTC Leader, expressed his sincere appreciation for the support and cooperation shown by all ASEAN Member States, ASEAN Dialogue Partners and the ASEAN Secretariat towards Brunei Darussalam’s tenure as Chair of the AMMTC and the Chair of ASEAN this year.

According to Yang Berhormat Pehin, the key deliverables that were agreed by the 15th AMMTC, namely the “Bandar Seri Begawan Declaration on Combating Transnational Crime Post-COVID-19 Pandemic” and the “ASEAN Border Cooperation Roadmap”, are in line with Brunei Darussalam’s aspiration as Chair of ASEAN in 2021, which is to encourage post COVID-19 recovery efforts in this region, as called for under the theme of Brunei Darussalam’s Chairmanship, “We Care, We Prepare, We Prosper”.

This was followed by an acceptance speech by The Honourable Samdech Krolahom Sar Kheng, Deputy Prime Minister and Minister of Interior as the AMMTC Leader of the Kingdom of Cambodia. The Kingdom of Cambodia will officially take over the Chairmanship of the AMMTC on 1st January 2022.

Yang Berhormat Pehin also had the opportunity to chair the 11th AMMTC Plus Three Consultation between ASEAN Member States and the Plus Three Dialogue Partners, namely the People’s Republic of China, Japan and the Republic of Korea, held via video conferencing for the first time. During this consultation, AMMTC Leaders and Heads of Delegation from ASEAN Member States and the Plus Three countries discussed opportunities to strengthen regional and international cooperation, especially under the “ASEAN Plus Three Cooperation Work Plan 2018-2022”. The meeting also agreed to adopt the Joint Statement of the 11th AMMTC Plus Three Consultation.

Other meetings held today included the 8th AMMTC + People’s Republic of China Consultation, the 6th AMMTC + Japan Consultation and the 2nd AMMTC + Republic of Korea Consultation, in which the ASEAN Member States and Dialogue Partner countries agreed to adopt Joint Statements for all the consultations.

Also present at the closing ceremony were Yang Mulia Dato Paduka Haji Sufian bin Haji Sabtu, Permanent Secretary (Security, Enforcement and Law) at the Prime Minister’s Office as Brunei Darussalam’s Head of Delegation at the 15th AMMTC and its Related Meetings; and Yang Mulia Dayang Hajah Nor Hashimah binti Haji Mohd Taib, Deputy Permanent Secretary (Security, Enforcement and Law) at the Prime Minister’s Office; as well as senior officers from the Prime Minister’s Office.

The Plenary Session of the 15th ASEAN Ministerial Meeting on Transnational Crime (AMMTC) was held virtually via video conference on Wednesday, 29th September 2021 at the International Convention Centre, Berakas. The meeting was chaired by Yang Berhormat Pehin Datu Lailaraja Mejar Jeneral (R) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister of Defence II in his capacity as the Chairman of the National Security Committee. The meeting was also attended by Ministers and Heads of Delegation from ASEAN Member States and the Secretary-General of ASEAN, as well as senior officials from ASEAN Member States and the ASEAN Secretariat.

Yang Berhormat Pehin stated that Brunei Darussalam will continue to support regional and international efforts towards combatting cross-border crimes, focusing on the opportunities and challenges potentially faced by ASEAN countries in the post-COVID-19 era.

According to Yang Berhormat Pehin, the AMMTC needs to further strengthen the level of cooperation with ASEAN sectoral bodies and ASEAN dialogue partner countries in order to assist regional recovery efforts during the current COVID-19 crisis.

In support of this, the 15th AMMTC has agreed to endorse the “Bandar Seri Begawan Declaration to Combat Transnational Crime Post COVID-19 Pandemic” that serves as a foundation for AMMTC’s planning to combat the latest crime trends, especially in the post-COVID 19 era in the future, such as cybercrime and smuggling activities in border areas. The Meeting has also agreed to adopt the “ASEAN Border Cooperation Roadmap” which outlined efforts to further strengthen the security level in the border areas of the ASEAN region. In addition to this, the meeting also agreed to adopt the Joint Statement of the 15th AMMTC.

During the virtual meeting held this morning, AMMTC Leaders and Heads of Delegation also exchanged views on their efforts to combat transnational crime in this region. In this exchange, Brunei Darussalam reiterated the need for a Whole-of-Nation Approach in addressing the persistent threat of transnational criminal activities in the midst of the COVID-19 pandemic. The Meeting also discussed the status of the implementation of activities under the Senior Officials Meeting on Transnational Crime (SOMTC) and Directors-General of Immigration Departments and Heads of Consular Affairs Divisions of the Ministries of Foreign Affairs (DGICM).

The Brunei delegation at the 15th AMMTC was led by Yang Mulia Dato Paduka Awang Haji Sufian bin Haji Sabtu, Permanent Secretary (Security, Enforcement and Law) at the Prime Minister’s Office. Also, in attendance were Yang Mulia Dayang Hajah Nor Hashimah binti Haji Mohd Taib, Deputy Permanent Secretary (Security, Enforcement and Law) at the Prime Minister’s Office and senior officials from the Prime Minister’s Office.

The 15th AMMTC and Related Meetings are held for three (03) days from 28th to 30th September 2021, commencing with the Preparatory SOMTC which took place yesterday on 28th September 2021. The meeting continues tomorrow, on 30th September 2021, and will include consultation sessions with the Plus Three dialogue partners, namely the People’s Republic of China, Japan and the Republic of Korea.

Food security remainsan important agenda and a major concern for all of us, especially during this pandemic,and has put pressure on our global food system. Our collective efforts need to be accelerated to ensure more equitable, sustainable, and resilient food systems to achieve our Sustainable Development Goals by 2030. This was stated by Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister’s Office, when he delivered a statement at the United Nations Food Systems Summit (UN FSS) 2021, virtually, on 24th September 2021. 

Yang Berhormat Dato highlighted Brunei Darussalam’s commitment to strengthen the food system by accelerating the production growth of the agriculture and fisheries sector; promoting both domestic and foreign direct investment (FDI); and increasing productivity through the use of technology to meet domestic demand and for export. 

Yang Berhormat Dato added that, in line with this commitment as well as the priorities identified in the Economic Blueprint, a Food Industry Roadmap had been prepared with the objective of increasing the production of safe, halal, and high-quality food and strengthening the value chain of our food system. Among other things, the strategic initiatives outlined in the roadmap are to increase production; promote High-Value Added activities including research and development through FDI and Government Linked-Companies (GLC); provide conducive industrial infrastructure; increase volume and value of export by improving business competitiveness with better access to the international market; increase the food processing industries by capitalising on sub-regional and regional value chains in sourcing cost-effective raw materials; and to ensure sustainable environment by encouraging business communities to adopt green practices through resource restoration and regeneration.

In conclusion, Yang Berhormat Dato expressed hope that Brunei Darussalam’s continuous efforts would ensure that the food system remains robust and sustainable, even during times of uncertainty. It requires concerted efforts not just at the national level but also at regional and international levels. Thus, Brunei Darussalam looks forward to jointly implementing the various initiatives out of this UN Food System Summit towards achieving the 2030 Agenda.

The Summit brought together all UN Member States and constituencies around the world. The official opening started with keynote remarks from His Excellency António Guterres, Secretary-General, United Nations. Different sessions were held, featuring statements from Heads of State and Government, multi-stakeholder commitments to action, constituency voices, and pre-eminent people to bring about tangible, positive changes to the world’s food systems.
