1,060 graduates received Doctor of Philosophy, PhD, Masters and Bachelor's degrees and diplomas in various disciplines at this year's 33rd Universiti Brunei Darussalam, UBD Convocation Ceremony. His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, Chancellor of UBD conferred the PhD and Bachelor's degrees to 755 graduate's yesterday morning. The ceremony took place at UBD's Chancellor Hall. 

The ceremony began with the recital of surah Al-Fatihah led by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti. 

Upon arrival, His Majesty was welcomed by Yang Berhormat Dato Seri Setia Awang Haji Hamzah bin Haji Sulaiman, Minister of Education, and Datin Doctor Hajah Anita Binurul  Zahrina binti Pehin Orang Kaya Laila Wijaya Dato Seri Setia  Haji Abdul Aziz, Vice Chancellor of UBD.

Also in attendance was His Royal Highness Prince Doctor Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office, as Pro-Chancellor of UBD. 

The reading of Surah Fatir was presented by Awang Muhammad Izzuddin bin Haji Nor Hisham, 3rd year student from the Bachelor's Degree in Health Sciences programme, UBD. 

In her welcoming address, the Vice Chancellor of UBD touched on the latest developments implemented by UBD. She added that UBD, in collaboration with the Ministry of Health had the opportunity to contribute in the National Vaccination Programme effort with the opening of the UBD Vaccination Centre. The Vaccination Centre which was operating 2 weeks from the start of the COVID-19 wave in August 2021 was operated by over 300 volunteers comprising UBD and Politeknik Brunei staff and students. After more than 4 months of operation, the UBD Vaccination Centre has administered almost 80,000 vaccinations. 

His Majesty the Sultan and Yang Di- Pertuan of Brunei Darussalam then delivered the titah of consent to confer the degrees to the graduates. 

Out of the seven hundred and 55 graduates receiving their certificates in the morning, 8 graduates including international graduates received Doctor of Philosophy in Malay Language and  Linguistics; Chemical engineering; Systems Engineering; Finance; Management; Education; Applied Physics; Biotechnology; Computer Science; Geosciences; Asian Studies and Biomedical Sciences. 

747 graduates from the 9th GenNext Group received their Bachelor's degrees in Business; Engineering; Health Sciences; Science and Literature in Academy of Brunei Studies.   

Among UBD's achievements in the field of academics is to establish new research across disciplines in Emerging Diseases. The projects include collaborations with the Ministry of Health and Duke NUS, Singapore in studying the anti-body reaction to various COVID-19 vaccines in the population of Brunei Darussalam. 

Through the establishment of the School of Digital Science,  UBD  is in cooperation with the industry sector to ensure its digital programmes are in in line with the global landscape and always relevant. 

Doa selamat was read by the State Mufti. 

His Majesty's presence to the ceremony reflects the Monarch's strong and continuous support which has become a source of inspiration to the UBD community to continue enhancing and strengthening UBD's position as a higher education institution that will contribute to nation development.

After conferring PhD and Bachelor's degrees, His Majesty proceeded to view a special exhibition on UBD's achievements. 

His Majesty first signed UBD's Vision Book 2021 to 2025. 

By 2025, UBD will be known as an institution that provides teaching, research and services, aside from contributing to development in line with Wawasan Brunei 2035. 

The achievements of 3 UBD Alumni were highlighted at the exhibition. Ahmad Fathi bin Haji Norarfan and Dayangku Fatin Farhana binti Pengiran Norariffin are owners, managers and supervisors of a child care centre, Alya Playhouse. The centre provides job opportunities to locals. 

The exhibition also showcased the achievements of Fatih Aquaculture owned by Ahmad Fathi bin Haji Norarfan and manager, Abdul Muid Abdullah. The company's expertise in fish rearing has produced red tilapia fry which are then supplied to fish rearing farms nationwide. 

Meanwhile, a joint research between UBD and Pahaytc Sendirian Berhad on sandalwood was also highlighted. The research is capable of realising sandalwood planting on a large scale. 

His Majesty then received Pasambah from Yong Teck Foo, Managing Director of Pahaytc Sendirian Berhad. 

UBD's 2025 Vision focus on several main strategic goals, such as lifelong learning and towards a university excelling in research.

His Royal Highness Prince Dr. Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister's Office as Pro-Chancellor of Universiti Brunei Darussalam, conferred Masters Degrees and diplomas to 305 graduates. The ceremony took place at UBD Chancellor Hall.

His Royal Highness then conferred the degrees and diplomas to the graduates. 

282 graduates received degrees in Masters of Governance; Nursing; Health Science; Medicine; Public Health; Defence and Security Studies; Literature, Science; Engineering; Applied Economics; Economics; Business Administration; Islamic Finance; Logistics; Management; Counselling; Education; and Teaching. 

Doa Selamat was read by Yang Berhormat Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Haji Awang Salim. 

UBD will strive to further improve the culture of innovation and entrepreneurship through digital and entrepreneurial training to enhance commercialisation of research and development results.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam, last night graced the Majlis  Persantapan Diraja or Royal Banquet in conjunction with the Royal Wedding Ceremony of His Majesty's daughter, Her Royal Highness Princess Fadzilah Lubabul Bolkiah and Yang Amat Mulia Pengiran Suami Abdullah Nabil Mahmoud Al-Hashimi. The ceremony took place at the Balai Persantapan, Istana Nurul Iman. 

The 'Majlis Persantapan Diraja' commenced with the arrival of the Royal Couple, Her Royal Highness Princess Fadzilah Lubabul Bolkiah and Yang Amat Mulia Pengiran Suami Abdullah Nabil Mahmoud Al-Hashimi. 

The Majlis Persantapan Diraja was among the ceremonial events held in conjunction with the Royal Wedding Ceremony between Her Royal Highness Princess Fadzilah Lubabul Bolkiah and Yang Amat Mulia   Pengiran Suami Abdullah Nabil Mahmoud Al- Hashimi. 

Doa selamat was read by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz   Haji Awang Abdul Aziz, the State Mufti.

23rd January, Sunday, marked a historic moment for the country with the Royal Wedding Ceremony between His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam's daughter, Her Royal Highness Princess Fadzilah Lubabul Bolkiah and Yang Amat Mulia Pengiran Suami, Abdullah Nabil Mahmoud Al-Hashimi. The tradition-filled Majlis Istiadat Bersanding Pengantin Diraja took place in the presence of His Majesty Sultan Haji Hassanal Bolkiah Mu'izaddien Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam, at the Balai Singgahsana Indera Buana, Istana Nurul Iman, yesterday morning. 

The arrival of His Majesty and Her Majesty Duli Raja Isteri was preceded by the Penglima Diraja carrying the Pemuras and Karga or Musket and Bullet Bag as well as the Penglima Asgar, carrying the Kelasak and Kampilan or Machete and Long Shield, accompanied by the bearers of the Alat-Alat Perhiasan Tunggal. 

Also in attendance were His Majesty's sons, daughters, brothers and sisters:

- His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince, and Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah;

Also present was His Majesty's guest, Yang Amat Mulia Tunku Idris Iskandar Ismail Abdul Rahman ibni Sultan Ibrahim Ismail, the Tunku Temenggong of Johor. 

The Istiadat began with the entrance of four Awang-Awang, lighting up the Dian Empat or Four Ceremonial Candles. This was followed by two Awang-Awang carrying the Kasur Namat, a cushion of yellow cloth upon which was laid an embroidered mat placed in the centre of the Dian Empat. 

Subsequently, Yang DiMuliakan Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan informed Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib Pengiran Anak Haji Idris that the Istiadat to invite the royal bride was ready. Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib then informed likewise to His Majesty. 

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam instructed Her Royal Highness Pengiran Anak Isteri Pengiran Anak Hajah Zariah, Her Royal Highness Princess Hajah Masna, and the wives of the state dignitaries to invite the royal bride to the Balai Singgahsana Indera Buana. 

The arrival of the royal bride, flanked by Her Royal Highness Pengiran Anak Isteri Pengiran Anak Hajah Zariah and Her Royal Highness Princess Hajah Masna, was preceded by 40 Awang-Awang carrying the Sinipit or spears, followed by Juru Bini Dayang Hajah Rokiah and a Hulubalang Diraja carrying the Pemuras and Karga, as well as a Hulubalang Asgar carrying the Kelasak and Kampilan. 

A Dian Tunggal carried by a Dayang-Dayang preceded the royal bride, accompanied by Yang Dimuliakan Pehin Manteri Bini Datin Paduka Dayang Hajah Aminah and Yang Dimuliakan Pehin Jawatan Bini Datin Paduka Dayang Hajah Siti. This was followed by Her Royal Highness' Perhiasan carried by three Dayang-Dayang, namely 'Payung' or umbrella, 'Kaskol' and 'Kain Pendukungan'. They were followed by 'Pengangun Pengantin Diraja' or Lady-in-Attendance, the wives of State Dignitaries and a Pengiran Perempuan Berbaju Gadong or Female Pengiran Dressed in Green. Several other regalia were also borne by the 'Dayang-Dayang' including 'Kaskol Langguai' while seven female 'Pahawai' carried the 'Puan', 'Tarian', 'Kabok' and 'Panastan', 'Kiap', 'Chupu', 'Pasigupan' and 'Kaskol'. This was followed by the 'Dian Enam Belas, Sixteen 'Pedang' and 'Perisai', Sixteen 'Tumbak Bendarangan' and Eight 'Kabok' and 'Panastan' carried by Awang-Awang. 

As soon as the the royal bride was seated, Yang Amat Mulia Pengiran Maharaja Setia Diraja Sahibul Irshad Pengiran Anak Haji Abdul Rahim and Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz, the State Mufti sought consent to invite the royal bridegroom. 

Upon arriving at the outer entrance of the Balai Singgahsana Indera Buana, the royal bridegroom was sprinkled with Bunga Rampai followed by the sprinkling of water at the bridegroom's feet. The royal bridegroom was led in by Yang Berhormat Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Haji Awang Salim.  

At the entrance of the Balai Singgahsana Indera Buana, the royal bridegroom was led in by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz, the State Mufti. 

His Majesty then took the bridegroom's right hand and placed it gently on the Royal Bride's head, to signify the official union of the Royal Couple. The Selawat was led by the State Mufti, as 17 cannon shots resounded. 

The Letter of Proclamation bestowing the Royal Bridegroom with an official royal title was read by Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib. Doa Selamat was read by the State Mufti. 

His Royal Highness Prince 'Abdul Mateen then accompanied the Royal Couple, Her Royal Highness Princess Fadzilah Lubabul Bolkiah and Yang Amat Mulia Pengiran Suami, Abdullah Nabil Mahmoud Al- Hashimi to junjung ziarah His Majesty and Her Majesty Duli Raja Isteri. Her Royal Highness and Yang Amat Mulia also greeted the Mother of the royal bride. 

The Royal Wedding Ceremony portrayed the prominence of the Malay Islamic Monarchy concept. The tradition filled ceremony, with the graceful Brunei Malay courtesy clearly showed that although the country is progressive but the customs and traditions inherited throughout the eras are still held in high esteem. 

Yang Dimuliakan Pehin Orang Kaya Johan Pahlawan then informed Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib that Majlis Istiadat Bersanding Pengantin Diraja has been completed. 

Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib in turn graciously informed His Majesty that the ceremony has been duly completed. His Majesty later signalled for the ceremony to be brought to a close. 

His Majesty and Her Majesty as well as other members of the Royal Family then departed the ceremony. Present were Yang Amat Mulia Pengiran-Pengiran Cheteria, Cabinet Ministers, Members of Councils, Deputy Ministers, Pengiran-Pengiran Peranakan, Pehin-Pehin Manteri, Manteri-Manteri Hulubalang and Manteri-Manteri Pedalaman, Heads of Diplomatic Mission, Members of the Legislative Council, Permanent Secretaries and heads of government departments.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday morning chaired a Special Meeting of the Council of Adat Istiadat. The Special Meeting took place at the Prime Minister's Office Building in Jalan Perdana Menteri. 

Also in attendance were His Majesty's sons and brothers; 

His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office as Advisor to the Council of Adat Istiadat; 

His Royal Highness Prince Haji Sufri Bolkiah, Chairman of the Council of Adat Istiadat; 

His Royal Highness Prince 'Abdul Malik, First Deputy Chairman of the Council of Adat Istiadat; 

His Royal Highness Prince 'Abdul Mateen, Second Deputy Chairman of the Council of Adat Istiadat; 

And His Royal Highness Prince Haji Jefri Bolkiah, Third Deputy Chairman of the Council of Adat Istiadat. 

Upon arrival, His Majesty was greeted by Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib Pengiran Anak Haji Idris, Yang Di-Pertua Adat Istiadat Negara as Assistant Chairman of the Council of Adat Istiadat. 

The reading of Surah Al-Fatihah and Doa Selamat was led by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.  

Members of the Council of Adat Istiadat comprised Yang Amat Mulia Pengiran-Pengiran Cheteria, Cabinet Ministers, Members of Council, Commissioner of the Royal Brunei Police Force, Commander of the Royal Brunei Armed Forces, and Pehin-Pehin Manteri. The Council of Adat Istiadat is responsible for reviewing the development of Adat Istiadat from time to time and taking the appropriate initiatives as well as ensuring the implementation of proper Adat Istiadat. This is according to the principle of preserving its authenticity and integrity as well as accommodating and improving its practices based on the current development and situation.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam attended the Majlis Istiadat Akad Nikah Diraja or the Royal Solemnisation Ceremony of His Majesty's daughter, Her Royal Highness Princess Fadzilah Lubabul Bolkiah and Yang Mulia Awang Abdullah Nabil Mahmoud Al-Hashimi. The ceremony took place yesterday afternoon at the Omar Ali Saifuddien Mosque in the capital. 

The ceremony began with the arrival of Yang Mulia Awang Abdullah Nabil Mahmoud Al-Hashimi flanked by Pengiring yang ditentukan or person designated to accompany the bridegroom led by Yang Amat Mulia Pengiran Sanggamara Diraja Retired Major General Pengiran Haji Ibnu Basit. This was preceded by Awang-Awang carrying 12 Sinipit, followed by the Royal Regalia. Yang Mulia Awang Abdullah Nabil Mahmoud Al-Hashimi was greeted by Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin. 

The arrival of His Majesty and members of the Royal Family preceded by Penglima Diraja carrying the Pemuras and Karga or Musket and Bullet Bag as well as Penglima Asgar carrying the Kelasak and Kampilan or Machete and Long Shield, accompanied by the bearers of the Alat-Alat Perhiasan Tunggal, Perhiasan Empat for His and Her Royal Highness', and Perhiasan Empat for the Duli-Duli Wazir. Upon arrival, His Majesty was greeted by Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib Pengiran Anak Haji Idris, Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin and Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz, State Mufti.

Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib in turn informed His Majesty the Istiadat Akad Nikah was ready to begin. 

His Majesty then instructed the proceedings to commence. 

Yang Berhormat Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Haji Awang Salim approached His Majesty with 2 Awang-Awang. His Majesty in a titah instructed Yang Berhormat Pehin Orang Kaya Paduka Seri Utama to proceed with the Istiadat Akad Nikah. 

Yang Berhormat Pehin Orang Kaya Paduka Seri Utama acknowledged His Majesty's titah. 

Yang Berhormat Pehin Orang Kaya Paduka Seri Utama presented the Borang Nikah or Marriage Solemnisation Form to His Majesty to be signed. 

Yang Berhormat Pehin Orang Kaya Paduka Seri Utama then sought consent from His Majesty to begin the ceremony with the reading of Khutbah Nikah or Solemnisation Sermon.

This was followed by the Istiadat Akad Nikah Diraja. 

Soon after the Lafaz Qabul recited by Yang Mulia Awang Abdullah Nabil Mahmoud Al-Hashimi was confirmed, 17 cannon shots reverberated to mark the Istiadat Akad Nikah Diraja was completed. The Borang Nikah was then signed by Yang Mulia Awang Abdullah Nabil Mahmoud Al-Hashimi, followed by Yang Berhormat Pehin Orang Kaya Paduka Seri Utama and 4 witnesses. 

Doa Selamat was read by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz, the State Mufti. 

Yang Dimuliakan Pehin Orang Kaya Johan Pahlawan informed Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib that the Majlis Istiadat Akad Nikah Diraja has been duly carried out. Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib in turn informed likewise to His Majesty. 

His Majesty instructed for the ceremony to be brought to a close. 

His Majesty as well as other members of the Royal Family then departed the ceremony.

The ceremony took place at Istana Nurul Iman. 

The arrival of His Majesty and Her Majesty at the Balai Singgahsana Indera Buana, Istana Nurul Iman, was preceded by the Penglima Diraja carrying the Pemuras and Karga as well as the Penglima Asgar carrying the Kelasak and Kampilan, accompanied by the bearers of the Alat-Alat Perhiasan Tunggal. 

Her Royal Highness Princess Fadzilah Lubabul Bolkiah arrived at the Balai Singgahsana Indera Buana flanked by Her Royal Highness Pengiran Anak Isteri Pengiran Anak Hajah Zariah and Her Royal Highness Princess Hajah Masna. 

His Majesty and Her Majesty Duli Raja Isteri were then invited to lead the powdering ceremony for Her Royal Highness Princess Fadzilah Lubabul Bolkiah. At the same time, a 17 cannon shots rang out, indicating the start of the ceremony. 

Yang Mulia Awang Abdullah Nabil Mahmoud Al-Hashimi then arrived at the Balai Singgahsana Indera Buana flanked by a person designated to accompany the groom-to-be.

The refinement of the Royal Wedding Ceremony inherited throughout the ages reflect the uniqueness and beauty of the Royal Brunei heritage. The beauty of the heritage is portrayed in the Majlis Membuka Gendang Jaga-Jaga which took place yesterday morning, in conjunction with the Royal Wedding Ceremony between His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam's daughter, Her Royal Highness Princess Fadzilah Lubabul Bolkiah and Yang Mulia Awang Abdullah Nabil Mahmoud Al-Hashimi. 

The ceremonial event raises the curtain on the Royal Wedding Ceremony and other celebratory events. The ceremony took place at the Lapau in Bandar Seri Begawan. The Majlis Istiadat Membuka Gendang Jaga-Jaga or the opening of the playing of traditional musical instruments by royal court musicians for keeping vigil, was conducted in the presence of His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince as representative of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam. 

The arrival of His Royal Highness the Crown Prince was preceded by the Perwira Diraja carrying Pemuras and Karga or Musket and Karga, as well as the Perwira Asgar carrying the Kalasak and Kampilan, shield and dagger, accompanied by the bearers of the Perhiasan Empat. His Royal Highness was welcomed by Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib Pengiran Anak Haji Idris, and Yang Mulia Dato Paduka Awang Razali. Also in attendance was His Majesty's son, His Royal Highness Prince 'Abdul Malik.  

Soon after His Royal Highness the Crown Prince was seated, Juru Laki Awang Haji Johan Areffen accompanied by other court musicians entered, bearing traditional musical instruments such as the Serunai or Flutes and Gendang Labik. 

The ceremony commenced with Yang Dimuliakan Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan informing Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib Pengiran Anak Haji Idris that the Istiadat Membuka Gendang Jaga-Jaga was ready to proceed. 

Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib Pengiran Anak Haji Idris then informed His Royal Highness the Crown Prince that the ceremony is ready to proceed. 

As soon as His Royal Highness the Crown Prince signalled for the Istiadat Membuka Gendang Jaga-Jaga to commence, Juru Laki Awang Haji Johan Areffen duly sought to commence with the proceedings. Juru Laki Awang Haji Johan Areffen proceeded to the Patarana or royal dais from the left-hand side to lift the Nakara, a type of kettle drum and bore it upon his head. 

Juru Laki Awang Haji Johan Areffen then walked to the designated place, and placed the Nakara in between the two Gendang Labik. 

The Nakara was then beaten rythmically, followed by the drumming of the Gendang Labik, the playing of the Serunai accompanied by the Gong and Chanang. Every beating of the Nakara was followed by shots of the cannon up to 21 shots. 

The beatings changed from the Titir Gendang Alih-Alihan Tengah dan Hujung. Followed by the Gendang Perang drumbeats, which is usually beaten according to the number of people attending entitled to be accorded the honour. For Wazirs, Pengiran Cheteria and Pengiran Peranakan, the Nakara is beaten 10 times, while drumbeats without the Nakara for Pehin Manteri Berchiri is 10 beats. 

Doa Selamat was read by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz, the State Mufti. 

After the Doa Selamat, Juru Laki Awang Haji Johan Areffen sought consent, and bore the Nakara on his head, returning it to the original position on the royal dais. The other court musicians, meanwhile, sought consent to leave the ceremony. 

Yang Dimuliakan Pehin Orang Kaya Johan Pahlawan Dato Seri Setia    Awang  Haji  Adanan informed Yang Amat  Mulia Pengiran Indera  Setia  Diraja  Sahibul  Karib  Pengiran  Anak  Haji  Idris that the  Istiadat  Membuka  Gendang  Jaga- Jaga has been duly carried out. 

Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib informed His Royal Highness that the Majlis Istiadat Membuka Gendang Jaga-Jaga has been duly carried out. 

His Royal Highness the Crown Prince then delivered a Sabda. 

Yang Dimuliakan Pehin Orang Kaya Johan Pahlawan acknowledged His Royal Highness' sabda. 

His Royal Highness the Crown Prince then departed the ceremony. Also present at the ceremony were Yang Amat Mulia Pengiran- Pengiran Cheteria, Cabinet Ministers, Members of Councils, Deputy Ministers, Pengiran- Pengiran Peranakan, Pehin-Pehin Manteri, Manteri- Manteri Hulubalang, Manteri-Manteri Pedalaman, Heads of Diplomatic Missions, Members of the Legislative Council, Permanent Secretaries, and Heads of Government Departments.

The Bersuruh Diraja delegation then proceeded to Istana Nurul Iman. The Istiadat Bersuruh Diraja took place at the Balai Persantapan. 

The ceremony began with Yang Dimuliakan Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan informing Yang Amat Mulia Pengiran Lela Cheteria Sahibun Najabah Pengiran Anak Haji Abdul Aziz that the Majlis Istiadat Bersuruh Diraja was ready to proceed. 

Yang Dimuliakan Pehin then sought an audience with His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and informed His Majesty that the Istiadat Bersuruh Diraja was ready. 

The ceremony followed with the arrival of His Majesty. Accompanying His Majesty were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince; His Royal Highness Prince 'Abdul Malik; His Royal Highness Prince 'Abdul Mateen; His Royal Highness Prince Mohamed Bolkiah; His Royal Highness Prince Haji Sufri Bolkiah; and His Royal Highness Prince Haji Jefri Bolkiah. 

His Majesty then proceeded to the designated seat. This was followed by the placement of the Dian, Tikar and Bintang Petian before His Majesty. Yang Dimuliakan Pehin Orang Kaya Johan Pahlawan then informed Yang Amat Mulia Pengiran Indera Setia Diraja Sahibul Karib Pengiran Anak Haji Idris that the Istiadat Bersuruh Diraja was ready. 

After His Majesty signalled the ceremony to proceed, Yang Amat Mulia Pengiran Sanggamara Diraja Retired Major General Pengiran Haji Ibnu Basit from the Bersuruh Diraja bridegroom's delegation sought an audience with His Majesty, followed by Yang Mulia Awang Nabil Mahmoud Abdulkadir Al-Hashimi. Yang Mulia Awang Nabil Mahmoud Abdulkadir Al-Hashimi then conveyed the delegation's wish. 

His Majesty accepted the marriage proposal on behalf of His Majesty's daughter. Yang Mulia Awang Nabil Mahmoud Abdulkadir Al-Hashimi then expressed his profound gratitude and thanked His Majesty for accepting the proposal. 

Soon after Yang Amat Mulia Pengiran Sanggamara Diraja Retired Major General Pengiran Haji Ibnu Basit and Yang Mulia Awang Nabil Mahmoud Abdulkadir Al-Hashimi returned to their designated seat, Doa Selamat was read by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

Leaders must become the nation's aspiration, the catalyst and determinant of the success of the government's efforts in overcoming the challenges faced by the country. This includes those brought about by the currents of globalization of which the impact is increasingly felt such as in economy, health, safety, well-being, technological transition and environmental challenges. 

The Minister at the Prime Minister's Office stressed the matter at the 29th Executive Development Programme for Senior Government Officers,  EDPSGO; 31st and 32nd Executive Development  Programme for Middle Management Officers, EDPMMO for the Financial Year 2021/2022, yesterday morning. Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud explained that leaders should be thinking outside the box and thinking ahead for new methods of delivering services to the public. What is most important, added Yang Berhormat, is that all amendments which will be implemented must be accepted and can be used by the public easily and quickly as well as effectively in fulfilling the purpose and objective of the service delivery. 

The Minister at the Prime Minister's Office also said that in the efforts to develop ourselves, gaining the current knowledge and experience in the era of globalization as well as the Fourth Industrial Revolution should also be given in maintaining a good personality that does not conflict with the noble values of our Malay Islamic Monarchy identity. 

84 participants took part in the programme which among others include a study on current issues, policies as well as best practices in civil service management as well as administration practiced around the globe from the perspectives of Islam and conventional. The Executive Development Programme organised by the Public Service Department, was one of the components under the Civil Service Leadership Pipeline, CSLP. CSLP is one of the initiatives under the Public Service Framework established to support the Wawasan Brunei 2035 through the Institution Development Strategy. Meanwhile, the 29th EDPSGO and 31st EDPMMO were conducted by Universiti Teknologi Brunei, UTB, while the 32nd EDPMMO was conducted by Sultan Sharif Ali Islamic University, UNISSA. Also present was His Excellency Heng Aik Yeow, Singapore High Commissioner to Brunei Darussalam.

Among the places first visited by His Majesty was the Post Office. The Monarch took a closer look at the implementation of checks on passengers at the departure hall.

Also focused on by His Majesty was the Operations Control Centre which accommodates the Cabin Crew Management, Customer Care Office and Flight Crew.

His Majesty's visit not only ensures that the public facilities provided at the airport fulfils the needs of consumers but also ensuring that the facilities comply with the set standards towards assuring the well-being and safety of the passengers.

Operating since 1974, the Brunei International Airport has witnessed numerous developments and has a vital role towards the nation's economic growth, aside from being one of the main entry gates for tourists.

His Majesty continued the visit to the Setia Kenangan Complex in Kiulap and took a closer look at the Bank Islam Brunei Darussalam branch there.

Since its establishment in 1988, the Royal Brunei Technical Services is a Government-linked company specialising in Acquisition and Supply Chain services.

This was His Majesty's first unscheduled visit since the second wave of the COVID-19 pandemic hits Brunei Darussalam.

The Monarch stated this in the Special Titah broadcast nationwide earlier night of 11th December. In the titah, His Majesty underscores that as a country that holds fast to Islamic teachings, Brunei Darussalam carries out its responsibility with efforts and whole-hearted belief. These two forms of endeavours, the Monarch said, that become the key to the country's success in achieving what is desired.

Monday 6th December 2021, Prime Minister’s Office (Jalan Perdana  Menteri) – The Prime Minister's Office held the Second Law Seminar virtually on 6th December 2021. The seminar was jointly organised by the Security, Enforcement and Law Division, the Prime Minister's Office and the Attorney General's Chambers.  
 
Present as the Guest of Honor was Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at The Prime Minister’s Office. Also present at the virtual event were Yang Berhormat Awang Haji Ahmad bin Pehin Orang Kaya Laila Setia Bakti Di-Raja Dato Laila Utama Haji Awang Isa, the Attorney General; Permanent Secretaries; Deputy Permanent Secretaries at the Prime Minister’s Office; Solicitor General and participants from Ministries and Government agencies.  
 
The event began with a Keynote Address by the Guest of Honor and conveyed that this Second Law Seminar is a continuation of the First Law Seminar , which was previously held on 19 November 2020 and had received very positive response from participants from the civil service. This demonstrated that Ministries appreciate the importance of Government officials to increase their understanding of legal topics which are closely related to the implementation of their daily tasks. Taking this into account, the spread of Covid-19 pandemic in Brunei Darussalam should not be a barrier but is an impetus to hold this Second Law Seminar virtually 
 
The Guest of Honor further stated that the law can be complex and challenging, therefore with the support of the Attorney General's Chambers, it is hoped that this Seminar can help in bridging the gap of understanding and imparting knowledge in legal matters.  
 
In emphasising the  quality of the public service, the Guest of Honor stated that civil servants should also be literate in the law in order to carry out the duties and responsibilities entrusted to them with care while considering any legal implications on the decisions made.  
 
The Guest of Honor view this Seminar as an effort to enhance the knowledge, understanding and competencies in legal matters in each Ministry,  which will lead to a skilled and effective civil service to support the development of the country towards ‘ Wawasan Brunei 2035’, in line with the ambition towards an efficient civil service. 
 
The Guest of Honor hopes that the civil servants who attended this Second Law Seminar will be able to benefit from all the knowledge imparted towards ensuring that the rule of law of the country is always upheld and preserved.   

The seminar closed with a speech from Yang Berhormat Awang Haji Ahmad bin Pehin Orang Kaya Laila Setia Bakti Di-Raja Dato Laila Utama Haji Awang Isa, the Attorney General, who  among others, stated that the collaboration between the Prime Minister's Department and the Attorney General's Chambers in this seminar showed the commitment of the Attorney General's Chambers in its mission to ensure that ministries and agencies of the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam are given support and robust legal advice. Such collaboration has resulted in another project between the Attorney General's Chambers, the Security, Enforcement and Law Division and the Office of Information Technology and Innovation of the Prime Minister's Office with the setting-up and preparation of the Draft Legislative Database. The Database is intended to enable users from government ministries and agencies to obtain immediate status on the drafting and preparation of legislations under the control of the respective ministries and agencies.

The Honorable Attorney General further conveyed that the ability to work together to improve the civil service is key to the government’s holistic approach and hoped that such events and projects would continue in the future.

The Second Law Seminar is scheduled for two (2) days on the 6th and 7th December 2021 and is aimed at giving an understanding of basic legal knowledge. The topics presented are Legislative Process; Contracts, recovery of Government debt, misconduct of Government officials as well as international law.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, attended the Bilateral Meeting with The Right Honourable Boris Johnson, the Prime Minister of the United Kingdom of Great Britain and Northern Ireland, which was held at Number 10, Downing Street, London. Diplomatic relations between Brunei Darussalam and the United Kingdom were established since January 1984, in which both countries cooperate extensively especially in the fields of defence, education as well as trade and investment cooperation. Accompanying His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam was His Royal Highness Prince 'Abdul Mateen.

During the meeting, His Majesty congratulated the United Kingdom on becoming a Dialogue Partner of ASEAN and for the successful hosting of the United Nations Climate Change Conference, COP 26 and its Group of Seven, G7 presidency, which were held this year. His Majesty also highlighted the special and close relations between the two countries, built on the two foundations of defence and education, which continue to be reflected in the many exchanges of visits done at all levels. Aside from that, both leaders acknowledged the establishment of the Brunei Darussalam-United Kingdom Strategic Dialogue.

The United Kingdom became ASEAN's first new Dialogue Partner in 25 years on the 5th of August 2021, and Brunei Darussalam is the Country Coordinator for ASEAN-U.K. Dialogue Relations.
