
Yang Berhormat Dato Seri Setia Awang Haji Sufian bin Haji Sabtu, Minister at the Prime Minister’s Office (Security and Law) led Brunei Darussalam’s delegation to the ASEAN Law Enforcement High-Level Conference on Cooperation in Combatting Criminal Fugitives, held on 30 September 2026 in Ha Noi, Socialist Republic of Viet Nam. The Conference was hosted by the Ministry of Public Security of Viet Nam under the theme “Enhancing Regional Cooperation for a Rule-of-Law and Crime-free ASEAN”, and officiated by General Lương Tam Quang, Minister of Public Security of Viet Nam.
The Conference follows the ASEAN Leaders’ Declaration on Enhancing Cooperation in Locating and Arresting Criminal Fugitives, an initiative by the Socialist Republic of Viet Nam and was adopted at the 47th ASEAN Summit in Kuala Lumpur, Malaysia on 26 October 2025. Bringing together law enforcement leaders from ASEAN Member States and the ASEAN Secretariat, the Conference endorsed the Joint Action Plan on Enhancing Cooperation in Combatting Criminal Fugitives and adopted the Conference’s Joint Statement.
On his statement, Yang Berhormat Dato highlighted that criminal fugitives today are increasingly mobile and digitally resourceful. He also shared cases illustrating the importance of speed, early preparation and close cooperation among regional law enforcement agencies. Yang Berhormat Dato also proposed several priorities for regional cooperation, including round-the-clock national focal points, wider database access at border checkpoints, and common templates for urgent requests.
On the sidelines of the Conference, Yang Berhormat Dato also held a bilateral meeting with General Lương Tam Quang, Minister of Public Security of Viet Nam, to discuss cooperation in areas of mutual security interest.
In a separate bilateral meeting, Yang Berhormat Dato met with His Excellency Sar Sokha, Deputy Prime Minister and Minister of Interior of Cambodia. The two Ministers discussed ways to strengthen bilateral cooperation in security and law enforcement, including combating online scams and cybercrime, building on the long-standing warm and friendly relations between Brunei Darussalam and Cambodia.
All Heads of Delegation also paid a courtesy call on the Prime Minister of the Socialist Republic of Viet Nam, His Excellency Phạm Minh Chính, on the sidelines of the Conference.
The delegation was also joined by Yang Mulia Awang Zulhusam bin Haji Abdul Samad, Permanent Secretary (Security and Law) at the Prime Minister’s Office, and senior officials from the Prime Minister’s Office, the Royal Brunei Police Force and the Internal Security Department.
