YANG MULIA DAYANG NOOR DINA ZHARINA BINTI HAJI YAHYA

ACTING DEPUTY PERMANENT SECRETARY
(UPSTREAM and DOWNSTREAM)

Dayang Noor Dina Zharina binti Haji Yahya is currently the Acting Deputy Permanent Secretary (Upstream and Downstream) at the Prime Minister’s Office, a role she has held since August 2026. In this capacity, she supports the strategic development of Brunei Darussalam’s upstream and downstream energy sectors, while advancing lowcarbon growth and opportunities to strengthen the sector’s long-term sustainability, resilience and competitiveness.

Prior to her current role, she served for 4 years as Acting Director of Energy Policy and Strategy, at the Department of Energy, Upstream and Downstream at the Prime Minister’s Office. She was previously the Head the Brunei Climate Change Secretariat and held various roles in international affairs and sustainable energy since joining the civil service in 2007.

Dayang Noor Dina Zharina attended the Ministry of Defence’s Executive Development Programme for Senior Government Officials and was also a Fulbright Visiting Scholar at the Massachusetts Institute of Technology, with a focus on policies for lowcarbon growth and development.

Dayang Noor Dina Zharina holds a BSc (Hons) in Sustainable Development from Murdoch University and an MSc in Energy Policy from the University of Exeter.
